MESSA is not complying with Michigan's law Public Act 106. The law requires that MESSA provide each district with the experiential data on the enrolled members so the district can accurately bid out the health care costs. MESSA claims it has a difficult time getting that data. This marketing publication seems to indicate that is not entirely true.
