FGIS 5200.111/8/89PERSONAL PROPERTY MANAGEMENTI.This Directive states the authorities, objectives, officialPURPOSEuses, policy, and responsibilities for personal propertymanagement; defines basic property terms; and references thePersonal Property Manual for the procedures to follow on theacquisition, recordkeeping, maintenance, and disposal of personal property.II.The authorities for managing personal property are containedAUTHORITIES in the Federal Property Management Regulations (FPMR),Chapter H, Part 101-35; the Agriculture Property ManagementRegulations (AGPMR), Part 104-35; the Property and AdministrativeServices Act of 1949, as amended; the General Accounting Office Manualfor Guidance of Federal Agencies, Title 2, Chapter 2, Section 2.15; and theCode of Federal Regulations, 7 CFR Section 2.75.III.The Personal Property Management Program is designed toOBJECTIVES OF ensure that items of personal property are acquired andPERSONAL used in a way that will be of the most benefit to thePROPERTY Agency. It provides uniform policy, guidelines, andMANAGEMENT procedures on the acquisition, care, use, maintenance,PROGRAM storage, control, protection, recordkeeping, and disposal of personalproperty.IV. Items of personal property may only be used to carry outOFFICIAL USES those functions authorized by law, approved by the head of the Agency, or required due to emergency situations thatthreaten the loss of life or property. Employees may notuse any property acquired with Government funds for personalbusiness.

Personal Property
. All items which the Agency procures,DEFINITIONSrents, or leases for use in performing its mission. It includes items such asfurniture, equipment, supplies, furnishings, office machines, books, andother published materials. It does not include official records nor land,buildings, or items which are permanently attached to buildings, since theseare considered real property.B.
Personal Property Management
. This includes:1.Determining that the best, most cost effective andappropriate methods are used in the acquisition of theproperty.2.Ensuring that all parts are included and that newlypurchased items are not broken or damaged when they arereceived.3.Using and ensuring that others use personal property forofficial purposes and to the fullest extent possible.4.Maintaining items in good working condition by providingfor preventive maintenance, repairs, or rehabilitation, asappropriate.5.Taking appropriate measures to safeguard the property andprotect it from damage, loss, or theft.
 
Page 36.Maintaining records on the receipt, location, custodian'sname and phone number, and disposal action on theproperty.7.Ensuring that procedures are developed and followed forstocking and issuing supplies and materials.8.Reporting property that is no longer needed by theemployee or organization in performing duties.9.Ensuring that reports are prepared for inventory purposes,when an item is damaged, lost, or stolen, and when disposalaction is required.10.Ensuring that custodians who are transferring, resigning,retiring, RIF'd, or furloughed return all property assigned tothem or make any fiscal and liability settlements prior totheir separation.11.Ensuring that appropriate action is taken to dispose of personal property items which are declared excess,unserviceable, or damaged.12.Ensuring that accountable property which was acquired by acooperator or grantee and transferred to the FederalGovernment (by exercising a right of transfer at the time theproject is terminated) is properly reported and added to theinventory.C.
Accountable Property
. All personal property for whichresponsibility for control is formally designated to an accountableindividual and official records are maintained. Sensitive items andany items which cost $500 or more must be reported and accountedfor in the General Ledger of the Agency's financial managementaccounts and on official inventories. Note: This is sometimesreferred to as nonexpendable or capitalized property.
