ol. Maryanne Miller, formerly 932nd Operations Group com-mander, became 932nd Airlift Wing commander during a cer-emony Jan. 8. She succeeded Col. Donald Fletcher, Jr., who ismoving on to 22nd Air Force at Dobbins ARB, Ga. Maj. Gen. Robert E.Duignan, commander of 4th Air Force at March ARB, Calif., presided overthe ceremony.In attendance were several members of Colonel Miller’s family andfriends, as well as hundreds of members of the wing, and guests from local,state, and federal branches of government.The Air Mobility Command USAF Band of Mid America brass quintetprovided music for the event.

You just do.From young Airmen tosome of us not so young, weall took the oath to defend theconstitution of the UnitedStates. enior leaders in Air Force Re-serve Command and one of itsnumbered air forces change jobsin late December and early January.In a ceremony Dec. 20, Maj. Gen.Allan R. Poulin relinquished commandof 10th Air Force to Maj. Gen. Rich-ard C. Collins at Naval Air Station JointReserve Base Fort Worth, Texas, to be-come AFRC vice commander at Rob-ins AFB.General Poulin replaces Maj. Gen.David E. Tanzi, who retired in a cer-emony at Robins AFB Jan. 11.As AFRC vice commander, Gen-eral Poulin will serve fulltime and over-see the day-to-day operation of thecommand and its headquarters. AFRChas about 75,000 reservists who trainand deploy regularly. The command iscomposed of three numbered air forcesdivided into 36 wings, three flyinggroups, one space group and more than600 subordinate units.In civilian life, General Poulin wasan airline pilot flying internationalroutes for a major U.S. carrier.GeneralCollins wasmobilizationassistant to thecommander of Air Educationand TrainingCommand atRandolph AFB,Texas, beforebecoming the10th Air Force commander.As commander, the general willcontinue to serve as a traditional re-servist, overseeing the operation of allAFRC fighter, bomber, rescue, air-borne warning and control, special op-erations, flying training, combat air op-erations battle staff and space units.Col. Jimmie Mills, 10th Air Force di-rector of staff, will run the day-to-dayoperation of the numbered air forcewhen General Collins in not on duty.In his civilian occupation, GeneralCollins is an airline captain flying fora major U.S. carrier. The 2006 National Defense Autho-rization Act lets the Department of De-fense offer reservists a variety of ben-efits more on par with their active-dutycounterparts, said Chuck Witschonke,DOD’s deputy director for compensa-tion. President George W. Bush signedthe defense bill Jan. 6.One big change is a provision thatshortens the duty time before reserv-ists qualify for the full housing allow-ance. People called to active duty fornon-contingency operations for morethan 30 days will now get the full al-lowance, just as active-duty troops do.Previously, it was at least 140 days.For reservists who experience paycuts when called to active duty, a newprovision for income replacement willhelp reduce the strain military serviceplaces on the family, Mr. Witschonkesaid.The income-replacement programwon’t be instituted for six months, inaccordance with the law. At that time,specific guidelines and qualificationswill be issued, he said. This authoritywill end in December 2008.The act also permits increases inrecruiting bonuses for reservists.People could get accession and affilia-tion bonuses of up to $20,000 to enlistin the Selected Reserve, and officerscould see an increase from $6,000 to$10,000 for initial service.
