MEMORANDUMFORDEPARTMENTOFTHEAIRFORCECIVILIANEMPLOYEESSUBJECT:NationalSecurityPersonnelSystemWearepleasedtojoinwithSecretaryEnglandinannouncingthepublicationoftheNationalSecurityPersonnelSystem(NSPS)regulationandtheimminentimplementationoftheprogramacrossAirForce.NSPSrepresentsahistoricmilestoneinFederalcivilianpersonnelmanagement.CreatedwithinputfromhundredsofDepartmentofDefenseemployees,managers,supervisors,laborrepresentativesandotherkeystakeholders,NSPSintroducesperformance-basedpaywithemphasisonrewardingexcellence.Itsimplifiesandstreamlineshiringandstaffingapplications.Itreplacesnarrowgradelevelswithbroadpaybandsthatallowmanagerstoassignworkasneededandemployeestoexploreenhancedcareeropportunities.Inpurposeanddesign,NSPSrepresentsauniqueopportunitytoattract,retain,reward,andgrowacivilianworkforcetomeetthemissionoftheAirForce.WhileNSPSbringspositivechangestoourworklife,wewantonemessagetoringoutloudandclear:noemployeewilllosemoneywhenenteringNSPSandnojobswillbelostduetotheimplementationofNSPS.NSPSwillnotaffectmeritprinciples,changeprohibitedpersonnelproceduresoreliminateveteran'spreference.Itdoesnotpreventcollectivebargaining.NSPSisnotabouttakingawaybutaddinginnewflexibilitiesandcapabilitiestomanageourhumancapitalandweareconvinceditwillbethefoundationforhigherperformingorganizationsandincreasedjobsatisfaction.ThemonthsaheadwillbebusyasweimplementNSPS.Youwillbeofferedtrainingthatwillexplainthefundamentalsofthesystemandintroduceyoutonewvocabulary;takeadvantageoftheopportunitytoaskquestionsandmakesureyouunderstandthechanges.Youwillalsobeaskedtolookatthejobyoudoandidentifywaysyoucanworksmarterandmoreefficiently;spendsometimeconsideringthemissionandgoalsofyourorganizationandhowyoucanbettercontributetothem.
