o read the neatly handwritten cardattached to the grand prize winningoral arrangement at the Seabrook Island Garden Club 2nd Annual Flower Arranging Competition. “I’ve been writingour Christmas letters in poetry every yearor teen years,” said Lois Bush. “It’s likea documentary o my lie.” And thoughher poetry skills didn’t play into theocial judging o the competition, thelyrics did add a delightul personal touchto a hilarious entry: a bra bedazzled withbright yellow blooms and tactully placedyellow pins.Te competition was close across theboard, with entries ranging rom themost proper o traditional ensembles,to cofee cups o dirt with bright greenseedlings pouring out o the top. But these weren’t your mother’s oral arrangementcategories. “Busted by Bambi” requiredthe competitors to arrange items rom theirgarden that had survived the voraciousappetite o the local deer population;“Your Cup Runneth Over” had the owerscomplementing the tea cups in whichthey were arranged; “Tirsty Tursday,Friday, Saturday …” entries were basedon what Barbie Bary, who usually neverlet her reserved bar stool at King StreetGrill, would have submitted i she joinedthe Garden Club (the use o barware,miniatures and swizzle sticks wereencouraged); “A Salute to Seabrook Sports”could have included anything rom tennisto kayaking and entries could use any sorto sports equipment as illustration; andlastly, “A Cheer or our raditional Gals”invited the most proper o ower arrangersto make an appearance. Judges included Seabrook IslandProperty Owner Association’shorticulturist Lindsay Zellner, NewtonFarms head orist ina Dear and surpriseguest judge Kristin Hackler rom

Proclamation recognizing St. JohnsFire Department 
Mayor Wert opened the meeting witha special resolution, recognizing theSt. Johns Fire District or 50 years o dedicated service to the own o KiawahIsland. “We’re happy to have FireDepartment board member om Kulick and Assistant Fire Chie Carter,” saidthe Mayor. Te resolution stated that theown o Kiawah is proud to acknowledgethe accomplishments o the St. JohnsFire Department and that it extendsthe community’s best wishes to theremen, chie and board members as they celebrate the District’s 50th anniversary.

Councilman Lipuma secondedthe motion and his appointment wasapproved unanimously.

Councilman Orban reported that the Ways and Means committee reviewedthe recommendations rom the Accommodations ax committee or the2010 year and made approvals, keeping inmind the own’s assumed 30% reductionin available unds across the board. Mostitems were approved, with some o theprojects that were not recommended by  Ways and Means or unding through AAX, including Te OKI/KIGR Nature Weekend, the OKI/KIGR Intercollegiate Gol ournament and theOKI/KIGR Holiday Events/Sanctuary.Te ull report is available at own Hall.Council approved the recommendationsunanimously.

t“Keep in mind that this [budget] was notput together quickly. Te Kiawah sta,the Ways and Means committee and theCouncil all reviewed it and it was basedon criteria that started with the concepto a 30% reduction in revenues across theboard, knowing that this reduction may not be accurate,” Mayor Wert reiterated.“Tis is a belt buckling budget.” He wenton to point out that Solid Waste hadnot been included in the budget since it was still being negotiated, but that theOutreach Program had been reducedto $0 and all other areas had beenreduced by 30%. Councilman Orbanalso pointed out that the ull budgetdocument is available at own Halland a public hearing will be held on thebudget at 1pm beore the May 5 ownCouncil meeting. Charleston Symphony Orchestra donation
“Fortunately, we had some money setaside,” said Mayor Wert. “And we havethe check or $50,000 or the Symphony,as promised.” He welcomed Mr. LeoFishman o the Symphony to the ronto the room and happily handed himthe check, which Fishman grateully accepted. “We hope this helps you oversome hurdles,” smiled the Mayor.

“For those o you who don’t know, themitigation site is at the 6th hole o theCassique airway,” said CouncilmanOrban, “It’s roughly 600 yards long andvaries in width between 20 and 50 eet.”Te area will be ormed into wetland.Te motion to approve the mitigationsite was approved unanimously.Councilman Orban also remarkedthat the only difculty right now ingetting the parkway project started isgetting Berkeley Electric to conrm astart date or their in-ground power lineinstallments, which need to go in beorethe parkway project can begin. “Tey hadpreviously agreed to start on April 1, butthat didn’t happen, so they’re estimatinga start date o April 27,” said Orban. Herecommended holding a meeting withKiawah Development Partners to see i they couldn’t get things moving alonga little more quickly, commenting that“We need a commitment out o them[Berkeley Electric]” beore the own canget the project underway. “Right now, when they lose a day, we lose a day,”Orban stated.
Beach parking lease
 As the Kiawah Gol Resort requestedtime to review the updated beach accesstrail, the approval o the beach parkinglease at the Ocean Course Club House was deerred until the May 5 ownCouncil meeting.

 Minutes from the last meeting were approved, withthe change that the 3830 and 3780 Chisolm Road development did in fact meet with opposition at the last County Zoning meeting, as opposed to the printed statement in the minutes that the development met withno opposition. Johns Island Council openly opposes the development.

Treasurer’s report:
For the month o March, reasurerSam Brownlee reported that the balance is $746.31. Asthere were no expenses, the balance remains at $746.31.
County Council public hearing on Chisolm Road 
Chairman Chris Cannon reported on the 3830 and3780 Chisolm Road development, stating that theCharleston County Council had a split 4 – 4 votes onthe approval o allowing a zoning change rom AG-8to AG-R; eectively killing the proposal. However, thedevelopers came back to the Planning Commission witha request to change the zoning rom AG-8 to a PlannedUnit Development (PUD). “We have to see what thePUD is, but i it’s same as beore, they’ll want about100 units on roughly 118 acres,” said Cannon. A lot o people there were in avor o it, he said, but the majority o people who spoke were against it: mainly neighborsin the area. “We have to draw the line somewhere,”said Cannon. “I they come back with somethinglower density, we might support it.” Council memberRich Jenkins claried that the Chisolm developmentis actually 74 – 76 houses: about 1 unit per 1.5 acres.However, the City o Charleston has come out againsttaking them into the Urban Growth Boundary. TeCouncil voted unanimously to oppose the request romthe developers to change rom AG-8 to PUD. TeCounty Council will vote on the rezoning on uesday,May 5.Cannon also reported that the Bryans Dairy Roaddevelopment has requested a zoning change rom AG-8 to a PUD. Te rezoning would allow or 16houses on 58 acres, as opposed to the current zoning o eight houses. Cannon noted that there was very littleopposition rom people in the general neighborhood,but there was some protest at the public hearing.Cannon spoke in avor o the development at thehearing as head o Johns Island Council because peoplein the area were not opposing it. Cannon stated that thedevelopment was pretty much unchanged rom whenthey presented the development to the Johns IslandCouncil several months ago.
New business
Cannon reported that the developers o 3421 – 3417Maybank Highway have requested a zoning changerom R-4 to commercial transitional. Te area is nearsome commercial, but is surrounded by residential. Tenext County Council Planning meeting on May 5 willdiscuss the request. “I you have any objections, pleasecall me with them,” said Cannon.
Stimulus for Johns Island 
Council member Rich Jenkins stated that Johns Island will apparently receive $45 million rom the stimulusmoney or road improvements, while Maybank Highway will receive an additional $20 million. Teunding will create roughly 1200 jobs or the area.
 Airport runway 
Resident Rich Tomas reported that he recently satdown with the chie engineer or the Johns Islandairport and reviewed the plans showing the extensiono the runway by 350 eet. Tomas asked how theextension would eect the road, and was told that it wouldn’t. “As an aside,” said Tomas, “looking at themap, there are some important archeological sites, likeFort renholm and some buildings on the southwestcorner o the property, some o which are original putty stone construction buildings: the rst in area.” Tomaseels that these areas, which are currently restricted,should be made available so that people can visit them.
 Wadmalaw report 
Greg Hollingworth rom Wadmalaw Island reportedthat the Charlie Point shing and crabbing dock hasbeen completed. “It was nished last week and was 50%occupied over the weekend,” said Hollingsworth. “Tey did a pretty nice job. We wanted it to be 25 more eetout, but couldn’t because the Rockville Council elt itmight block the passage o smaller boats. We did put aroo over the end, so it looks really nice. It took us a yearto do, but it looks good!”
Nominations for new terms
Chris Cannon nominated Council members Henry Chavis, Mark Leatherwood, Rich Jenkins and Jeanownsend or new three year terms. Te ofcialvotes will be held in May. Rich Tomas and GregHollingsworth will also be voted upon as new membersto the Council and Cannon will again run or theposition o Chairman.
Kayaking Captain Sam’s
Rich Tomas also reported that he went on the kayakingtrip with the Friends o Kiawah River to CaptainSam’s with Sidi Limehouse. “it was great, but windy,said Tomas. “Tere were several naturalists rom theislands, as well as Billy McCord rom the Department o Natural Resources, who gave a presentation on the spit.”In all, about 60 people rom the islands and the CoastalConservation League attended the trip.input rom Kiawah and would not makeany decisions until they had “digestedall o the inormation gathered”. Mayor Wert reported that the OCRM would bemaking a decision on the setback linesthis month, but would notiy the owno any changes beorehand.Councilman Burnaord later pointed outthat he would like people to understandthe importance o the OCRM meeting.“We need to push the importance o theconsequence o property being caughtbetween the setback and baselines, like with Eugenia Avenue,” he said.  Arts Council
Councilman Lipuma reported that thepast our perormances hosted by the Arts Council had been well attendedand the perormance by Barbara Kildu at the Holy Spirit Catholic Churchhad been standing room only. “It wasa stunning perormance,” he said. “Shereceived three standing ovations.” Healso noted that the CSO was in toporm during the perormance. Te nextshow by the Arts Council is the PiccoloPreview on Saturday, April 26, 4pm atthe Holy Spirit Catholic Church. He alsonoted that planning or the next seasonis underway and the Arts Council isdiscussing some un new perormancessuch as a Brazilian rio, a Piano Bar atthe Sandcastle and a Fred Moyers Jazz Art rio. Mayor Wert remarked to theCouncil that the Arts Council budgethad also been reduced by 30% andCouncilman Orban thanked the ArtsCouncil or bringing in such a greatperormance with Ms. Kildu. “Sunday  was really outstanding,” he averred.
Environmental report 
Councilman McHugh was happy toannounce that July 1 will be a milestonedate, as it kicks o the start o the new Island-wide recycling program with allthe local regimes participating and new recycling receptacles being installed atthe Fire Department and own Hall.He also gave kudos to the Gol Resortor winning the 2009 Most OutstandingRecycling Program or a Business romthe Carolina Recycling Program. “Way to go, Liz and Roger,” he smiled.
