 The author of this paper – Roderick Russell – qualified as a Chartered Accountant in 1974 and has served as Chief Financial Officer of a well-known Resort and Hotel Company, and as GroupController of a top 10 North American Commercial Property and Real Estate Development Company based in Vancouver. Previously he headed up Financial Accounting & Reporting at one of Canada’s then largest public companies. His background also includes starting-up and running an Internal Audit function. Earlier in his career he wrote and presented various paperson Financial Reporting issues and on Fraud. Married to a former school teacher, he has threechildren and is a Canadian & British Citizen.

Introduction
Serious economic crime can only be prevented if those who report it are protected. Thefocus of this paper is on top corporate executive crime, which by definition is of aconspiratorial nature. The thrust of this paper is to show that all too often whistle-blowersand other perceived enemies of large organizations, far from being protected, arepersecuted and to discuss possible remedial solutions.An actual case that relates to a very influential international company is drawn on forreference, including examples of threats – this paper provides a detailed blueprint of corporate terrorism from a victim’s perspective. Criminal defamation and criminalintimidation are different sides of the same coin. Intimidation is a disgusting crime thatone normally associates with a failed justice system; it can be used on whistle-blowersand its purpose is to make the price for whistle-blowing too high.
Economic Crime and Whistleblowers
The serious frauds that brought ENRON down, and Arthur Andersen, are well knowntoday. In the same time frame, other huge business organizations were also broughtdown as a result of senior management fraud. This was economic crime in the Billions.There was a Whistle-blower in Enron, yet she was not listened to until this company wasalready bankrupted. In fact why were there not more Whistle-blowers?Just this month we have observed a crisis in the banking system, so severe that some arecomparing it with 1929. It is too early to determine the factors that underlie the causes of this crisis. It seems that poor decision-making, incompetence, and bad corporategovernance have played their part. But increasingly it is being suggested that one of thecauses was fraudulent decision-making in some elements of the sub-prime mortgagemarket. And then there was Madoff, Stanford and the failure of so many regulatoryauthorities. Economic crime in the Billions, once again – less than 10 years after Enron.
