to amend the tax law, in relation toa supplemental tax on passenger carrentals (Part E); to amend the statefinance law, in relation to themetropolitan transportation authori-ty financial assistance fund (PartF); and to amend the public authori-ties law, in relation to metropol-itan transportation authorityreporting requirements, in relationto authorizing the merger of thepositions of executive director andchair of the metropolitan transpor-tation authority, in relation to thepromotion and use of TransitChek, inrelation to project labor agree-ments, in relation to legislativeoversight of the metropolitan trans-portation authority, in relation toregulation of metropolitan transpor-tation authority finances, inrelation to the independent audit ofthe metropolitan transportationauthority, and the publication offinancial information, in relationto audits of the metropolitan trans-portation authority, in relation todirecting the chairman of the metro-politan transportation authority tosubmit biennial reports to certainlegislative committees on the condi-tion of the metropolitan transporta-tion authority, in relation to thefiduciary responsibility of boardmembers, in relation to whistleblowers on contract projects of themetropolitan transportation authori-ty, and in relation to the powersand duties of the metropolitantransportation authority capitalprogram review board (Part G)

Assembly, do enact as follows:

04/22/09 3 11287-03-91 Section 1. This act enacts into law major components oflegislation2 relating to the metropolitan transportation authority and themetropol-3 itan commuter transportation district. Each component iswholly

4 contained within a Part identified as Parts A through G. Theeffective5 date for each particular provision contained within such Part isset6 forth in the last section of such Part. Any provision in anysection7 contained within a Part, including the effective date of the Part,which8 makes reference to a section "of this act", when used in connectionwith9 that particular component, shall be deemed to mean and refer tothe10 corresponding section of the Part in which it is found. Section threeof11 this act sets forth the general effective date of this act.12 PART A13 Section 1. Subdivision 2 of section 503 of the vehicle and trafficlaw14 is amended by adding a new paragraph (b-1) to read as follows:15

(b-1) Supplemental learner permit/license fee in the metropolitan

commuter transportation district. (i) In the metropolitancommuter

transportation district, established by section one thousand twohundred

sixty-two of the public authorities law, upon passage of theknowledge

test required to obtain a learner's permit, the applicant for acommer-

cial driver's license shall be required to pay a supplemental fee oftwo
