Letter, dated January 16, 1964, to the President of the SecurityCouncil
EXCELLENCY,
On behalf of the Government of Pakistan, I have the honour torequest you to convene an immediate meeting of the Security Councilof the United Nations to consider the grave situation that has arisen inthe State of Jammu and Kashmir.This situation is the direct consequence of the unlawful stepsthat the Government of India is continuing to take in order to destroythe special status of the State in arrogant disregard of the resolutionsof the Security Council more specifically of those of March 30, 1951,and January 24, 1957, and the resolutions of the United NationsCommission for India and Pakistan of August 13, 1948, and January 5,1949.This sinister design of the Government of India to obliterate thespecial status of the State of Jammu and Kashmir was fore-shadowedby Bakhshi Ghulam Mohammad, the then Premier of the Indianoccupied part of the State on October 3, 1963.He then announced that a directive had been issued (by theGovernment of India) to bring Kashmir closer to the rest of India, andthat as a first step it had been decided to change the designation of ‘Sadr-i-Riyasat’ to Governor, and ‘Prime Minister of the State’ to Chief Minister, and to bring the State in line with the other States(Provinces) of India. Bakhshi Ghulam Mohammad added that thenecessary constitutional formalities to give effect to this change wouldbe carried out by the State ‘assembly’ when it meets in March, 1964.
