policyconsiderations,andmulti-jurisdictionalSWAToperations.
POSTassembledover130lawenforcementpractitioners,managers,and
executivestodeveloptheseguidelines.SWATsubjectmatterexperts
metthroughout2004toprovideinputregardingthehighlyspecialized
componentsofSWAToperationsandtraining.TheSWATExecutive
Committee,comprisedoflawenforcementchiefexecutives,administrators,
andSWATpractitioners,mettoreviewrecommendationsofsubcommittees.
TheCaliforniaAttorneyGeneralsBlueRibbonSWATReport2002has
beenconsideredateachstepintheprocessandusedasaguidingdocument
indevelopingtheseoperationalguidelinesandstandardizedtraining
recommendations.TheCommissionappreciatestheeffortsofthePOST
SpecialWeaponsandTacticscommitteememberswhodevelopedand
reviewedtheguidelines.

Thefollowingareguidelinesandstandardizedtraining
recommendationsformanaging,operating,andtraininglaw
enforcementSWATteamsintheStateofCaliforniainaccordance
withPenalCodeSection13514.1.Theintentoftheseguidelinesisto
providehelpfulguidancetolawenforcementagenciesintheformation,
oversight,operation,andtrainingofeffectiveSWATteams.Tothe
extentpossible,bestpracticeshavebeenidentifedandincorporated
intotheseguidelines.Whiletheseguidelinesencouragesomedegree
ofstandardizationofSWAT,itisrecognizedthatlocalconditionsand
needsvaryconsiderablyandthereforefexibilityisaffordedagencies.
TheseguidelinespayparticularattentiontotheSWATaspectsthat
focusoneffectiveness,safetyandpreventionofproblematiccritical
incidents.

lawenforcementoffcerswhoareselected,trained,andequippedtowork
asacoordinatedteamtoresolvecriticalincidentsthataresohazardous,
