French Bill in the pipeline on wireless communicationPlease see enclosed French EMF bill in the pipeline on wireless communicationcalling for the precautionary principle by introducing stricter radiation limits of 0.6V/m and suspending WiFi/Wimax in order to protect the health and quality of life for future generations.MEPs Elizabeth Lynne, Kathy Sinnott and Carl Schlyter have also called for 0.6 V/m in the recent written declaration on the risks of exposure to electromagneticfields resulting from the use of wireless technology.See latest news report below:MEP Liz Lynne calls for action on mobile phone mastshttp://freepage.twoday.net/stories/5662760
Please urge all MEPs to support the important declaration. The EU has a list of all MEPs in UK

having regard to Rule 116 of its Rules of Procedure,A whereas there is considerable public concern about health risks linked toexposure to electromagnetic fields resulting from the use of radio antennas, mobile telephones, cordless phones and Wi-Fi devices,B. whereas there is evidence that increased exposure to wireless technology inhomes and schools can in certain circumstances produce biological effects belowthe levels laid down in the current EMF radiation exposure guidelines,1. Calls on the Commission and the Member States to facilitate further researchinto the risks to human health posed by the use of such equipment, so thatMember States can adopt legislation on the basis of reliable data;2. Calls on the Member States to adopt the Liechtenstein legislation which setsan exposure limit of 0.6 V/m for mobile phone transmission antennas in sensitiveareas such as homes, schools and workplaces;3. Calls on the Member States to produce information to make the public awareof the possible health risks of exposure to EMF radiation;4. Calls for independently funded research into electrohypersensitivity, which isrecognised as a disability in Sweden;5. Calls on the Commission and the Member States to consider promoting wiredtechnologies for data communication instead of radio or microwave wirelesstechnologies;6. Instructs its President to forward this declaration, together with the names of the signatories, to the Council

BOUMEDIENETHIERY, Dominique VOYNET and Mr. Jacques MULLER.SenatorsEXPOSE MOTIVESLadies, Sirs, We live currently in an environment where the systems of Wifi, wi-max and the mobile communication are omnipresent. The technologies withoutwire in the middle of the expansion shed themselves without coordinatedevaluation of impacts and health hazards of all. While the charter of the environment of 2004, leaned to our Constitution, foreseesin his 1st item that: "Each has the right to live in a stable and respectfulenvironment of health.", has one to await that a new sanitary catastropheproduces itself? Is it necessary to recall the already list too long of the alarms health environmentnot heard by the authorities  asbestos, lead, dioxine, mercury, éthers of glycol, nuclear? In all these matters, the experience showed that in ignorant aprecocious alarm, one could expose oneself to a crisis to the multiple anddramatic consequences. While anticipating the sanitary effects, we could haveavoided a procession of victims, of social and environmental damages and costsinduce. This is the reason why, facing electromagnetic more and more numerousradiances and powerful, it is urgent that France endows itself with a truelegislative and statutory device allowing apprehending all the dangers, of some toevaluate the risks, and to implement the principle of precaution and measures of prevention.France counts more than 56 million users of portable telephones, be 90% of thepopulation. The national agency of the frequencies (ANFR) indexes 86 000transmitting ones of radiofrequencies (out those of the civil aviation and defense)divide up on the whole territory, be 37 000 antennas relay of mobilecommunication, 14 000 antennas of broadcasting and 35 000 other stations(radars forecast for example).Currently, France is satisfied to follow a recommendation of the Europeancommission, by the decree of May 3 2002, that sets up rates of transmission for the antennas relay going of 41 volts a meter to 61 volts a meter. This regulation, too little constraining for the operators of mobile communication,is protested by many studies. In particular, the report BioInitiative published bythe European Agency of the environment, that in fact the synthesis, puts forwardthe dangers for health. The Court of Appeals of Versailles, by a stop of February 4 2009, confirmed thecondemnation of an operator of mobile communication to dismantle an antennarelay, considering that she provoked an abnormal disturbance of neighborhood.Since this jurisprudence, the judgements going in this direction multiply
