Comparison of Estimated Formula Aid for Community Schools Under H.B.

59, As Introduced, House Substitute Bill, and Actual Aid Under Current Law, FY 2012
Estimates are based on ADM data for FY 2012, primarily from the Final #2 payment file. LEP and economically disadvantaged ADM estimates are provided by the Department of Education.
All e-schools are assumed to provide half-day kindergarten services; all other schools are assumed to provide all-day kindergarten services.
Targeted assistance per pupil, economically disadvantaged index, and early childhood access per pupil are from school district estimates for FY 2014.
For the Executive proposal, the actual base aid in FY 2012 is total aid from the final #2 payment file minus transportation aid and career-technical funding, which, under HB 59 As Introduced, are provided outside of the main formula, and not through a deduction from resident school districts. The Executive proposal
estimated formula aid does not include funding for transportation and career-technical addition amounts.
The House substitute bill proposal (LSC 130 0009-3) provides transportation aid and career-technical funding inside the main formula, and therefore total aid in FY 2012 and estimated formula aid do include those components. The Executive and House proposals do not include facilities funding.
Actual community school funding for FY 2014 and FY 2015 will be based on actual data for those years and will vary significantly from these estimates based primarily on FY 2012 data.
