the details (with particularity) of the contentions that the

petitioners
find to be substantive and vital to NRC’s consideration of the applicant’scombined operating license application (“COLA”)
. The purpose o
f raising these issues is
the protection of our members and their interest in this process. The contentions arethat:
a. The design and operating procedures are not in the COLA.
b.
The application should be refilled under part 50

The applicant does not meet financial qualification requirements
c. That the environment report fails to adequately assess aquatic and other
environmental
impacts
d. That the environment report omits several key alternatives to the proposal
e. That high

level waste generation and disposal must be considered
f. The applicant fails to offer a plan in absence licensed waste disposal options
g. The COLA is lacking consideration of key alternative options in the
environment report
