SUPPLEMENTARY INFORMATION

Summary:
Pursuant to the FederalAdvisory Committee Act, Public Law92
463, notice is hereby given that theExecutive Committee (EC) of the U.S.EPA Science Advisory Board (SAB) willhold a public teleconference meeting toconduct an initial screening of proposedself-initiated projects for FY2004. Theseprojects, along with projects submitted by the Agency, will be consideredfurther by the Executive Committee at ameeting scheduled for July 16
17, 2003,and will be used to establish the SAB
sOperating Plan for FY2004.Self-initiated projects are scientificand technical projects developed bycommittees of the Board for review orconsideration, with any advicedeveloped subsequently forwarded tothe Agency. Self-initiated projects areproposed outside of the normalmechanism of Agency requestedconsultations, advisories, and peerreviews, and typically address criticalneeds for anticipatory or cross-cuttingscientific/technical advice. In anaverage year, the Board conducts a smallnumber of self-initiated projects.The interested public may attend thisteleconference meeting through atelephonic link, to the extent that linesare available. Pre-registration isnecessary. Additional instructions abouthow to participate in the conference aregiven above.2.
Requests for Comment:
Requests fororal comments must be
in writing 
(e-mail, fax or mail) and received by Mr.Flaak no later than noon EasternStandard Time on June 4, 2003. Writtencomments should also be sent to Mr.Flaak prior to the meeting. Submissionof written comments by e-mail to Mr.Flaak will maximize the time availablefor review by the EC.3.

General Guidance on Providing Oral or Written Comments at SABMeetings:
It is the policy of the EPAScience Advisory Board to acceptwritten public comments of any length,and to accommodate oral publiccomments whenever possible. The EPAScience Advisory Board expects thatpublic statements presented at itsmeetings will not be repetitive of previously submitted oral or writtenstatements.
Oral Comments:
In general,each individual or group requesting anoral presentation at a face-to-facemeeting will be limited to a total timeof ten minutes (unless otherwiseindicated above). For teleconferencemeetings, opportunities for oralcomment will usually be limited to nomore than three minutes per speakerand no more than fifteen minutes total.Deadlines for getting on the publicspeaker list for a meeting are givenabove. Speakers should bring at least 35copies of their comments andpresentation slides for distribution tothe reviewers and public at the face-to-face meetings.
Written Comments:
 Although the SAB accepts writtencomments until the date of the meeting(unless otherwise stated), writtencomments should be received in theSAB Staff Office at least one week priorto the meeting date so that thecomments may be made available to the
