DEPARTMENT PERSONNEL ORDER No. 2013 - ________ SUBJECT: Authority for select personnel of Dangerous Drugs Abuse Prevention & Treatment Program (DDAPTP), University of the Philippines-College of Public Health Foundation Inc. (UP-CPHFI) and Physicians from the Treatment and Rehabilitation Centers (TRCs) under the Department of Health and Local Government Units (LGUs), Centers for Health Development (CHDs), to facilitate / participate in the Training Program on Drug Dependence for DOH-Accredited Physicians, Rehabilitation Workers, and Regulatory Officers on May 19-June 1, June 16-29, July 21August 3, 2013 and September 15-28, 2013 in Metro Manila.

The Republic Act 9165 also known as the Comprehensive Dangerous Drugs Act of 2002 mandated the Department of Health to develop drug testing, treatment and rehabilitation policies, guidelines and accreditation standards. Likewise, it shall take charge in the operations and maintenance of all treatment and rehabilitation facilities nationwide. With the DDB Regulation No. 4, s. 2003, the DOH was also charged to train and help expand the pool of competent rehabilitation center staff, as well accredit physicians to conduct drug dependency evaluation and implement programs related to treatment of substance abuse clients. However, one of the gaps in implementing this mandate is the lack of standardized training and competencies among DOH-accredited physicians and rehabilitation workers from which these health workers could be evaluated and accredited. And this customized and standardized training was envisioned to fill in this competency gap. This training is intended to capacitate physicians and rehabilitation workers in the treatment and rehabilitation centers (TRCs) under the Department of Health (DOH) and Local Government Units (LGUs) on the knowledge, assessment and diagnosis, management and jurisprudence regarding substance abuse. In this connection, DDAPTP had a memorandum of agreement (MOA) with the University of the Philippines-College of Public Health to conduct and pilot the training program on drug dependence for physicians in 2009. The training program was participated by 52 physicians from the different Department of Health-TRCs and local government units (LGUs). For this year, the training program for rehabilitation workers will be pilot tested while, the training program of physicians will be a roll-out of the competency-based training to the different local government units which was pilot tested in 2009. Therefore, the following DOH personnel are hereby authorized to attend / participate the said training on the dates indicated below: DOH-Central Office
