PGPF-Citizens-Guide-2009“THE STATE OFTHE UNION’SFINANCESis not good and isgetting worse with thepassage of time. The federalgovernment can’tcontrol its spending, and it isn’t doing agood job of raisingrevenues. The result?Persistent budgetdeficits, a rapidlyballooning nationaldebt, and an increasingreliance on foreignlenders. Moreover, projections of currentpolicy point todramatic futureincreases in deficit anddebt levels thatthreaten America’swell-being across theboard.”Read Full Report:http://www.pgpf.org/getinvolved/citizens-guide/2009

The Successes and Failures of the Barr Campaign
Conversing WithJakeBy Jake PorterShortly after theBob Barr 2008Presidentialcampaign ended, I received manyquestions regarding both the successesand failures of the campaign. After all, Iwas an early opponent of Bob Barr, wasin Kansas City, Missouri when Bobannounced his exploratory committee, and was in Denver when he finally wonthe nomination. In fact, Bob received mydelegate vote every round after GeorgePhillies was defeated. In my humbleopinion, Bob Barr is a very good manand he had the best intentions of theLibertarian Party in mind when running. In this article, I will try to present boththe successes and failures of thecampaign in a non-confrontational orcondemning manner.A day after Bob won the nomination, Iphoned someone involved with thecampaign to volunteer and had to leave amessage on their voicemail.Unfortunately, I never heard back fromthis person. After I flew back fromDenver, I e-mailed a campaign stafferasking to volunteer. Remember, I wasnot asking for a paying job. Attachedwas my resume which includesmanaging campaigns and other largegroups as well as being elected Alternateto a Regionof theLibertarianNationalCommitteeand while Iam veryyoung, mypoliticalexperienceis nothing tobecompletelyscoffed at.This time, I was informed it would beput at the top of the to-do list. Onceagain, I never heard anything back inresponse to volunteering. A week or solater, I was informed that Mike Fergusonwas named my Regional Coordinator forthe Barr campaign. Mike is a verycompetent political campaigner who hasbeen elected to public office. I e-mailedMike and within hours received a phonecall from him. In my experience withvolunteers, many would have given upafter the first or second attempt to try tovolunteer.Around the middle of July, I was namedIowa Coordinator for the campaign. Thisallowed me to see first hand both thesuccesses and failures of the Barrcampaign. It is my hope that by releasingthis article, in the future, we can improveupon our successes and not repeat thefailures. It is not nor has it ever been myintention to attack anyone for trying anidea that didn’t work. As the quote that Ihave posted on my desk that TheodoreRoosevelt once said goes “The creditbelongs to the man who is actually in thearena, whose face is marred by dust and

sweat and blood, who strives valiantly, who errs and comes up short again andagain, because there is no effort withouterror or shortcoming.”Success and Failures:
Advertising
In 2004, I actually remember seeing acouple of the Michael Badnarik television ads on CNN Headline News.In 2008, I saw and heard no Bob Barradvertisements. The video ad of 2008, inmy opinion, was less visually appealingthan the 2004 television ad I seen of Michael Badnarik. I have no idea if theBarr campaign used any television orradio advertising either nationwide orstatewide. I know they had a couple of radio ads produced and at least one adthat could have been used on television, but I have no evidence they ever ran. If they did, there was certainly not much of an attempt to promote the fact that theywere running. Many times the fact thatyou are running ads is worth more inmedia attention than the advertisementswere themselves.Additionally, I asked to fundraise inIowa for our own advertising. All mypolling and sources strongly indicated tome that Obama was going to win Iowaby a large vote total and there was onlyabout a three percent chance of McCainwinning according to the betting odds. Itlooked almost a certainty that Iowa wasnot going to be a swing state and Bobhad the potential to do very well in Iowaif we would just have some ability topromote the campaign using traditionalmedia and use public relations topromote our advertising campaign. Afterall, Bob was born in Iowa City. Thelocal media would love to discuss thatlittle aspect. After I was given a green light on theIowa advertising plan and spent a lot of my time pursuing rates and plans, I wastold we could not fundraise through theBarr campaign our own advertising. Talk about a clear violation of the 1:10:100rule. Those of you who have workedwith me know that I rarely get angry andam usually exceptionally calm. After Iwas told this, I was livid and stronglyconsidered telling the national staff whatthey could do. Fortunately, our Iowasupporters and volunteers never foundout about the decision of the nationalcampaign staff.
Ballot Access
The state organizations must bestrengthened to decrease the time andeffort required to gather signatures. In2012, ballot access must improve. Ballotaccess is one area that the party is doingworse than we were in previous years. In2004, the Libertarian Presidentialnominee was on the ballot in 48 statesplus Washington D.C. In 2008, we wereonly on the ballot in 45 states and notWashington D.C.There definitely needed to be bettercoordination with the Libertarian Partyon ballot access. There also needed to bequick decisive decisions made as to whatstates we were going to target and whatstates we were going to give up on. Iremember that Mike Ferguson was goingto drive up to Des Moines, Iowa wherethe Libertarian Party of Iowa washolding an Executive Committeemeeting. At the last minute, he calledand told me that he was going to have togo to West Virginia to petition and
