WHEREAS, Republic Act No. 9006 provides for the holding offree, orderly, honest, peaceful and credible elections through fairelection practices;WHEREAS, the said Act allows the publication or broadcast,through mass media, of political advertisements or propaganda for oragainst any candidate or political party;WHEREAS, Section 3 of the said Act provides that electionpropaganda, whether on television, cable television, radionewspapers or any other medium shall be subject to the supervisionand regulation of the Commission on Elections;WHEREAS, Section 6.4 of the said Act directs the Commissionto supervise the use and employment of press, radio and televisionfacilities insofar as the placement of political advertisements isconcerned so as to give candidates equal opportunities under equalcircumstances to make known their qualifications and stand onpublic issues;WHEREAS, Section 13 of the same Act requires theCommission to promulgate the necessary rules and regulations forthe implementation thereof;NOW, THEREFORE, the Commission, by virtue of the powersvested in it by the Constitution, the Omnibus Election Code, RepublicAct Nos. 6646, 7166, 9006 and other related laws has RESOLVED, as it
