The Montgomery County Planning Department adopts the following (dra) Urban Design Guidelines.
These guidelines are based on the approved and adopted Sector Plan for the White Flint Area, 2009, an
amendment to the approved and adopted 1992 North Bethesda/Garret Park Master Plan. They providegreater clarity to applicants seeking development approval and reect the Planning Board’s expecta

ons to create a unied place through outstanding design.The Urban Design Guidelines were developed in collaboraon with the property owners, residents, ins

tuons, representaves of the County Execuve, and others. Following County Council’s approval of theSector Plan, the guidelines have been revised to ensure consistency with the Sector Plan. Aer approvalof the Sector Plan, the Planning Board held a public hearing followed by worksessions and adopon of the guidelines. The guidelines will be revised periodically and updated at least once every six years.With the excepon of standards for the rights-of-way, the guidelines are not regulaons that mandatespecic building forms and locaons. They are meant to be illustrave and to encourage applicantsand public agencies to propose designs that create an aracve and successful public realm dened bystreets, open spaces, and aracve buildings. The guidelines include recommendaons for the follow

Streets-Specic standards and guidelines for the development of rights-of-way approved by theCounty Execuve in accordance with the new Road Code. Street standards and guidelines are bind

ing unless a waiver is granted by the Planning Board to achieve context sensive design. Local streetlayouts illustrate design principles and are not mandated.Open Spaces-Locaon and design guidelines for public open spaces. The design guidelines are il

lustrave and the locaons are approximate except for open spaces idened in the approved andadopted Sector Plan.Buildings-Guidelines for the massing, form and design of buildings, and idencaon of buildingtypes appropriate to the area. Alternave and innovave designs that further Sector Plan goals arewelcomed.Applicants are encouraged to schedule informal consultaon with development review, urban designand community planning sta while plans are in an early conceptual stage before subming applica

ons. In addion, applicants should refer to the White Flint Sector Plan, the 2009 Zoning Ordinance, andother guideline documents such as the recreaon and noise guidelines.
