 National Lottery Bill  [HL] 1997/98

The National Lottery began life on Monday 14November 1994. Since then, the Lottery has become anational institution. At present about 50% of theLottery's proceeds go in prizes, and 28% to the five goodcauses - arts, sport, charities, heritage and projects tomark the Millennium. On 21 July 1997 the Secretaryof State for Culture, Media & Sport, Chris Smith,presented a White Paper,
The People's Lottery
Cm3709, which set out the Labour Government's plans toadd a sixth good cause - the New Opportunities Fund -to the existing five; to establish the NationalEndowment of Science, Technology and the Arts; toimprove the distribution of funds for good causes; todeal with some of the constraints on lotterydistribution; to make the lottery a more open andtransparent operation; and to set up a panel whichwould assist the Director General of the NationalLottery - OFLOT - in his choice of a Lottery operatorwhen Camelot's licence expires in 2001.The
 National Lottery HL Bill 1997/98
contains thelegislative provisions required to effect this reform.The Bill was published on 3 December 1997. Itcompleted all its stages in the Lords on 16 March 1998and is due to have its Second Reading in the Commonson 7 April.Antony SeelyB
