ADVOCACY DIRECTORATE:INDEPENDENT PROFESSIONAL ADVOCACY CONCEPT PAPER:

Advocacy Works:
Increasing Access to Independent Advocacy in SouthernAfrica.
CGICE Independent Professional Advocacy Service aims to offer SouthernAfrican people the opportunity to express their own needs and wishes andhave these respected. By helping people to make informed choices we enablethem to maintain as much control as possible over their own lives.
Imagine that you have a learning difficulty, HIV/AIDS, Live or work in a lessrepresented community or mental health issue that makes it hard to talk toprofessionals and say what you want when decisions are being made thataffect how you live your life.
Perhaps you do not consider yourself to be disabled but just lack someconfidence and make it hard to speak for yourself in case conferences andother formal meetings.
Or maybe you are perfectly capable of telling professionals what you want butfind that they just do not understand what you are talking about and ignoreyour wishes when they make their decisions
Advocacy is a way of ensuring that people have some control over their lives.
It is a way to make sure that a person’s voice is heard and when decisions are
made. Advocates and advocacy work in partnership with the people theysupport and take their sides. It involves looking at choices, enabling people toknow their human rights, helping to defend those rights and getting the
person’s voice heard.

Independent advocacy helps people to clarify and express their wishes andfeelings so they feel they have been fully heard, understood and included indecision-making processes.
It also helps to ensure that individuals receive their full entitlements and thattheir human rights are fully respected.
Another important goal of independent advocacy is to support individuals toadvocate for themselves.

Advocacy is a citizen led movement that seeks to obtain social justice, humanrights and equality for all.
It is a foundation stone of service user, patient, and citizen participation inboth service planning and civic life.
Social inclusion, community cohesion and equality are not possible withoutaccess to advocacy.

What CGICE will do:
At present, only a small number of service user/patient groups have access toadvocacy services in Southern Africa. Many individuals are currently unable toaccess advocacy, while the advocacy needs of some service user/patientgroups are presently under-resourced-CGICE will monitor and work withthose groups to achieve the social justice in public health.
CGICE will form Reference Groups to produce an advocacy plan with supportof Voices through Advocacy projects.
The group will consist of service users, carers, and representatives local andinternational advocacy schemes, Social Services and local Health boards ofSouthern African countries.
CGICE
will carry an options appraisal exercise and agree on a “hub andspoke” or network
model, which is best, suited to local and region need.
This will enable existing advocacy schemes to retain their specialism bycontinuing to deliver their own services but will increase opportunities fororganisations to collaborate for mutual benefit and maximum efficiency
 –
CGICE will synergies by providing specialised community education based onresearch and development.

A constituted Body :Advocacy Works Southern Africa
:
CGICE will invite all regional advocacy schemes to form a new constitutedbody called Advocacy Works Africa.
A condition of membership will be that organisations must provide a form ofadvocacy. Individual organisations will remain accountable to their membersand trustees.
