EPA more easily to identify, log, track,distribute, review and indexsubmissions, and to make informationpublicly available more rapidly and atreduced cost, to the mutual benefit of  both the respondents and EPA.Responses to the collection of information are voluntary. Respondentsmay claim all or part of a notice as CBI.EPA will disclose information that iscovered by a CBI claim only to theextent permitted by, and in accordancewith, the procedures in 40 CFR part 2.An agency may not conduct orsponsor, and a person is not required torespond to, a collection of informationunless it displays a currently valid OMBcontrol number. Burden Statement:
The annual publicreporting and recordkeeping burden forthis collection of information isestimated to average 0.5 hour perresponse. Burden means the total time,effort or financial resources expended by persons to generate, maintain, retainor disclose or provide information to orfor a Federal agency. This includes thetime needed to review instructions;develop, acquire, install and utilizetechnology and systems for the purposesof collecting, validating and verifyinginformation, processing andmaintaining information, and disclosingand providing information; adjust theexisting ways to comply with anypreviously applicable instructions andrequirements; train personnel to be ableto respond to a collection of information; search data sources;complete and review the collection of information; and transmit or otherwisedisclose the information.

 Companies that manufacture, process,use, import or distribute in commercechemical substances that are subject toreporting requirements under sections 4,8(d) or 8(e) of TSCA.

Changes in Burden Estimates:
Thereis an increase of 8,221 hours (from 915hours to 9,136 hours) in the totalestimated respondent burden comparedwith that identified in the informationcollection request most recentlyapproved by OMB. This change reflectsa net increase in the estimated numberof submissions under TSCA sections 4,8(d) and 8(e) for which the VoluntaryTSCA Cover Sheet could be used, inparticular a substantial increase in theestimated number of TSCA section 4submissions. Since the use of theVoluntary TSCA Cover Sheet is a directreflection of the number of submissionsreceived under TSCA sections 4, 8(d)and 8(e), any change in the estimatednumbers of submissions under thoserequirements will result in a parallelchange in the burden hours associatedwith this information collection. Thisincrease represents an adjustment.

Petitioners raise issues concerning: (1)The adequacy of CALPUFF airdispersion model to address certaininstances of long range transport, (2) theavailability of EPA-approved version of CALPUFF model on model developer
swebsite potentially allowing modeldeveloper to make unauthorizedchanges to the model, and (3) thepotential for misinterpretation of statements in preamble to April 5, 2003,final rule (68 FR 18444) discussing therole of federal land managers inevaluating air quality related valuesimpacts.Under the Settlement Agreement, EPAwould issue three documents: (1) Aguidance document for using CALPUFFto model long range pollutant transport,(2) a letter to the CALPUFF modeldeveloper describing procedures forEPA approval of changes to the EPA-approved version of the CALPUFFmodel, and (3) a letter to Petitioner
