P R O C E E D I N G SNovember 5, 2003MR. GOVRO: Can I just say a few words andkind of kick things off here and talk about how we’regoing to conduct the meeting? We’re still missing JillHollingsworth. I’m hoping that she’ll be heremomentarily, but I think in the interest of all of ourschedules let’s go ahead and start. What I would liketo do -- I’m not particularly familiar with this issue.Lee Jan is and he’ll be able to steer us to some goodanswers on the questions, but what I’d like to do ismaybe take a few minutes to ask and answer somequestions about the Talmadge-Aiken Act and how it playsout in the field and get more clear on how we’re goingto -- what these questions are after and then take about15 minutes to discuss each question and then at the --that should take us to about an hour. And we’ll takethe last hour then to assign the questions to one or twoof each of us and come up with answers and spend thelast 20 minutes or so wordsmithing those so that we cometo a consensus. Is everybody good with that? Okay.All right, and with that I think I alreadyexpressed that I’m trying to get clear on what thequestions are asking and what that means in terms of how

this all works. And Bernie why don’t you go ahead andask your question you had.MR. SHIRE: Okay, first are there a list ofquestions or something?DR. MASTERS: There are three.MR. GOVRO: Yes. We have three questions andI’ll go ahead and read them right now. Question numberone, How would you define a role for Talmadge-Aiken intoday’s public health regulatory environment? Questionnumber two is under what conditions would Talmadge-Aikenbe appropriate in this environment? And question numberthree is what measures of effectiveness should FSIS useto determine the value of a given Talmadge-Aikenarrangement. Do you still have a question now or...MR. SHIRE: Well yes but I guess -- I’ll justsay my question so you all know what it is. I guess thequestion I have is more maybe not exactly what you wereheaded toward but more toward what Barb is talkingabout. I guess my question is more I guess a question – or a request for an explanation of what exactly isthis team inspection and what you’re planning to do acouple years down the road possibly that’s going tochange the way inspections are done.DR.
