NassauCounty.

Gunviolencehasendedfartoomanypromisinglives,
in
NassauCountyandelsewhere.
It
hasadevastatingeffectonvictimsandtheirfamilies,andthefear
of
gunviolenceholdsmany
of
ourneighborhoodshostageeveryday.4.Prosecutorsseefirst-handtheeffects
of
criminalviolence,andgunviolence
in
particular,onvictimsandcommunities.DistrictAttorneysareduty-bound
todo
everythingwithintheirauthoritytoprotectthecitizens
of
theirjurisdictions.Alongwiththepolice,theDistrictAttorney
is
thefirstline
of
defenseforNewYorkandassauCountycitizensagainstgunviolence.
5.
AsDistrictAttorney
of
NassauCounty,Ibelievethat
we
mustdowhatever
we
can
to
reducethethreat
of
gunviolenceandgetdangerousfirearms
off
thestreets.Ihaveundertakenaggressivemeasures
to
reducethetoll
of
gunviolence.
6.
Forexample,arecentgunbuybackprogramsupported
by
myofficetookin,amongotherfirearms,fifteenassaultweapons.
As
part
of
thegunbuybackprogram,operablefirearmscouldbeturnedin,anonymously,
in
exchangeforcash.Theprogram'sintentwas
to
takethesefirearms
offthe
street,makingthemunavailableforuseincrime,andpreventingthemfrombeingfoundormisused
by
childrenorthosewhoshouldnothaveaccess
to
guns.Thosewhoturnedinanassaultweaponreceived$400,morethantwicetheamount
of
moneywepaidforthereturn
of
operablehandguns.Thatcashpaymentreflectstheheightenedriskwesee
from
thepotentialcriminalmisuse
of
assaultweapons,aswellasthefearthattheuse
of
suchdangerous,military-styleweaponsinstills
in
ourcommunities.

Legislation,liketheSAFEAct,thatlimitsaccess
to
assaultweaponsandhighcapacitymagazines("LCMs")increasespublicsafety.Assaultweaponsarecombatweapons.

AssaultweaponsposeparticularpublichealthdangerstoNewYorkersbecausetheirrapidrate
of
fire,largeammunitioncapacity,longrangeaccuracyandhighvelocityenableshooterswithouttrainingorexperience
to
injureandkilllargenumbers
of
peopleeasilyandrapidly.Theseweaponscanalsobeusedtoterrifyandintimidate,andtheyincreasefear
in
ourcommunities.
9.
LCMsposeparticularpublichealthdangersto
ew
Yorkersbecausetheyenableindividualsdeterminedtoinflictmassinjurytoshootlargenumbers
of
roundsbeforehaving
to
stoptoreload.Thefewseconds
it
takestoreloadmaybeenoughtoprovidebystandersandpotentialvictimsanopportunitytointerveneandstoptheshooterortakecover.LCMsallowshooters
to
keepshootingwithoutpause,dramaticallyreducingtheopportunity
of
aninterveningforce.
10.
In
addition,assaultweaponsandLCMsareusedinsignificantnumbers
by
criminals
in
massshootings,gang-relatedshootings,andinshootings
of
policeofficers.
II.
TheSAFEAct'sprovisionsregardingammunitionsales,whichrequirebackgroundchecksandface-to-facesales
of
ammunitionandpreventtheanonymousbulksale
of
ammunitionovertheinternet,forexample,arealsolikelytoincreasepublicsafetybymakingsurethatthosewhoarenotlegallyentitledtopurchaseammunitioncannoteasilyorderunlimitedroundsontheinternetorbymail.Lawabidingcitizensarestillfreetopurchaseasmanyrounds
of
ammunitionastheydesire,butthisprovisionisacommonsensesteptopreventthose
we
havedeterminedshouldnotbepermittedtobuyammunitionfromactuallydoingso.
12.
NewYorkhaslonghadbansonassaultweaponsandLCMs.TheSAFEActmerelystrengthenedthesebans.Forexample,althoughNewYorkhaslongbannedLCMs,thatbandidnotapply
if
theLCMwasmanufacturedbefore1994,anexceptionwhichwasdifficult
to
