In response to localreal estate agents voicingconcerns that they are being“targeted” by Mt. Juliet Citycodes enforcers, one Mt. Juliet man who was cited20 times in one day claimsthere is a “vendetta” againsthim for being involved in atraf
c accident with a Mt. Juliet policeman.Michael Cawthonof Mt. Juliet is employedby Redirections, acompany which “redirects”homebuyers to new homecommunities. Cawthon isindependently contracted,he said, to place signsin Mt. Juliet to promotesubdivisions such asCobblestone Landing andDel Webb.In early February,Cawthon was placing signsalong N. Mt. Juliet Roadnear West Wilson MiddleSchool at around 11:30p.m. He said he choosesthe late hour because thereis less traf
c as he placeshis signs along the street.Cawthon said that althoughthe hazard lights on hisvehicle were on as well as a
ashing orange light on theroof of his truck, a Mt. JulietPolice of
cer rear-ended hisvehicle “at a high rate of speed,” damaging his trailerand truck and causing the“complete destruction” of theof
cer’s vehicle. Accordingto City of
cials, the of
cer was also hospitalized.Cawthon said thatthe City “settled,” payingfor his truck and trailer, and that before that timehe didn’t have any problems with sign codes enforcers. But soon he was cited fora real estate sign – notbecause of the distance fromthe right of way, the problemmany other Realtors haveexperienced, but becauseof the number of signs perproperty. The ordinance,Cawthon said, mandatesonly two signs per property, and he had three in someareas. When Cawthon wentto pick up his con
scatedsigns, he said, he was toldhe didn’t have to pay the $20per sign to claim them. But when City Codes Enforcer Julie Johnston discoveredhe was the person in theaccident with the MJPDof
cer, Cawthon said, herattitude changed.“She said that (beinginvolved in the accident) wasn’t good for me,”Cawthon said. “And nowthey’re trying to pick on mebecause the City had to payfor my truck, so I have topay the City back now.”He’s paying the Cityback, Cawthon said, to thetune of nearly $4,000, sincehe was cited 20 timeson April 18, and eachcitation costs $187.50. Healso has to appear in courton June 9 – his birthday.“Mr. Cawthon was cited for each signplaced in the public rightof way in violation of thesign ordinance,” was theresponse Tuesday in a jointcomment by Mt. Juliet CityManager Randy Robertsonand Public Works DirectorMarlin Keel. “Contrary to what Mr. Cawthon states,Ms. Johnston did not makethe statement as alleged byMr. Cawthon. Ms. Johnstonis a Codes Enforcementprofessional who takes her job most seriously and treatsall with due respect.”In response to apublic information requestsubmitted by this newspaperto the City of Mt. Julietconcerning the number of signs con
scated and thenumber of citations issuedduring the period of April20 to May 1, 2009, it wasrevealed that Codes EnforcerSteve Thomas picked up 68signs and issued 5 citations, and Johnston picked up 37signs and issued 7 citationsduring that time frame.Of the 11 copiedcitations obtained by thisnewspaper for those two weeks, every citation was written to a Realtor or areal estate-related sign, such as Cawthon’s. A publicinformation request for thenames of the people whohad signs con
scated butdid not receive a citation hadnot been ful
lled by presstime Tuesday.Karen Mitchell withAmerican Dreams Realty inLebanon was cited on April24 for a sign marketing ahouse for sale on BelindaParkway. And while sheadmits that she “was in errorand completely ignorant of the ordinance,” she doesthink the cost of the citation“is very excessive.”“Realtors are at adisadvantage right now,”Mitchell said. “This is oneof the industries beinghardest hit by the economicdownturn right now, andthen we’re hit with citationsthat are over $200, when youinclude the $20 to get yoursign back. And we’re tryingto generate homeownerinterest in the city and bringnew families to the area. It’sa double whammy for us.”Another double whammy came after Mitchellreplaced her sign the next
