‘‘(4) Internet gambling in the United States
3
should be controlled by a strict Federal licensing and
4
regulatory framework to protect underage and other-
5
wise vulnerable individuals, to ensure the games are
6
fair, to address the concerns of law enforcement,
7
and to enforce any limitations on the activity estab-
8
lished by the States and Indian tribes.

‘‘(5) An effective Federal licensing system
10
would ensure that licenses are issued only to Inter-
11
net gambling operators which meet strict criteria to
12
protect consumers, and which—
13
‘‘(A) are in good financial and legal stand-
14
ing, and of good character, honesty, and integ-
15
rity;
16
‘‘(B) utilize appropriate technology to de-
17
termine the age and location of users;
18
‘‘(C) adopt and implement systems to pro-
19
tect minors and problem gamblers;
20
‘‘(D) adopt and implement systems to en-
21
force any applicable Federal, State, and Indian
22
tribe limitations on Internet gambling; and
23
‘‘(E) have in place risk-based methods to
24
identify and combat money laundering and
