Replaces the current school funding method with a newmethod that calculates an "adequacy amount" for eachcity, local, and exempted village school district.Same as the Executive.Directs ODE to calculate and report separately the amountof funding for each factor of a district's adequacy amount.Same as the Executive.
Fiscal effect: State aid for each school district is calculateddifferently than under current law. Transitional aid, which isdescribed below in entry EDU-139, guarantees that nodistrict experiences a decrease in state aid in FY 2010 andlimits any decrease in FY 2011 to 2%. There is also a capthat limits growth in state aid for each district to 15% in FY2010 and 16% in FY 2011. The bill appropriates $7.13 billionin FY 2010 and $7.39 billion in FY 2011 for formula aid forschool districts, community schools, STEM schools, andjoint vocational school districts.Fiscal effect: Same as the Executive, but the cap is changeto limit growth in state aid for each district to 1.9% in FY2010 and FY 2011. The bill appropriates $6.75 billion in FY2010 and $6.77 billion in FY 2011 for formula aid for schooldistricts, community schools, STEM schools, and jointvocational school districts.

Directs that students attending community schools, adistrict other than the one in which they reside due to anopen enrollment policy, and certain STEM schools becounted directly where they are educated as opposed towhere they reside as under current law.Same as the Executive.Directs that all students enrolled in kindergarten becounted as one full-time equivalent (FTE) studentregardless of whether the student is enrolled in a part-dayor all-day kindergarten class. Fiscal effect: Counting kindergarten students as 1.0 FTEincreases statewide ADM by about 66,000. There may beadministrative savings for districts with significant numbersof resident students attending community schools achievedby funding students where they are educated, as opposedto where they reside, because less resources may beneeded for tracking students. Using ADM from the prioryear allows a greater level of planning by districts as theybetter know in advance the amount of state funding they arelikely to receive.Fiscal effect: Same as the Executive.
