In 2002, the City's Community Traffic Safety Commission was established by Ordinance 2002-02 and codified as Title 2, Chapter 2.39 of the Municipal code. At the City Council meeting of December 5, 2006, Council rescinded the Ordinance and reconstituted the Traffic Safety Commission as an ad hoc Council Traffic and Safety Committee. Ordinance 2006-04 was adopted, rescinding Chapter 2.39 of the Municipal Code. The Traffic and Safety Committee was designed to meet on an as needed basis depending on the number of traffic and safety issues and report to the council when policy direction was needed. The problem was, an ad hoc committee, by definition, are meant to focus on one issue or be time-limited and this ad hoc Committee has been in existence for almost six years. As an alternative to meet the need for deliberation and advise on traffic related issues, staff is establishing a Traffic Safety Advisory Committee consisting of staff members that reports directly to the City Administrator. The Committee shall consist of three staff members to include: the Public Safety Director; the Public Services Director; the Planning Director; and additional staff as needed. This committee does not fall under the definition of a "Legislative body" (Govt. Code 549529b). The cities of Martinez and Signal Hill have similar traffic advisory committees. The Committee shall meet on an as needed basis. The meetings will be posted for the public and concerned or affected citizens will be invited to attend or advised of issues affecting them as part of our community outreach. Staff will create and post agendas, record minutes, and prepare reports for the City Administrator. The meetings will be held in the City Hall conference room. The Traffic Safety Advisory Committee shall have the following duties, responsibilities, and authority: 1) 2) To maximize traffic safety within the City. To develop rules and regulations for conducting its business and meetings in accordance with the laws of the State and the City. 1

To, on its own initiative, or at the request of the City Administrator, make recommendations to the City Council concerning traffic-related activities and programs as may be deemed appropriate. To advise and assist the City Council and, when requested or on its own initiative, other City board and commissions, departments, and City residents, on trafficrelated programs. To initiate traffic programs and projects. To remain cognizant at all times of traffic problems and conditions in the City and endeavor to put resources to their best possible use. To review, upon request of the City Council traffic-related programs, benefits or services. To hear citizen's traffic-related requests and concerns, evaluate them and, when appropriate, recommend solutions to the City Administrator. To provide long-term planning and analysis and make recommendations for dealing with future traffic issues. To provide ongoing public information and education on traffic-related topics and increase the general public's awareness of local traffic issues.
