INTRODUCTION
Project management is not a new management fad; it is a professionalpractice that has now reached a maturity level on many industriesfrom government to technology. Organizations that have adoptedproject management as a key competency have benefited fromimproved project outcomes to significant competitive advantage.Unfortunately there is very little material on project managementwritten exclusively to the development field. Most of the currentmaterial cover the subject in a Donor-specific mode, such as bidsolicitation and funding management, which focus more oncompliance; or from a monitoring and evaluation perspective but withlittle information on the planning and implementation components of the project.Development organizations are being asked to do more with less, tobecome catalysts of change in the communities they serve and todeliver the project on time, under budget and in the quality not onlyexpected but demanded by donors and beneficiaries. Organizations arein urgent need to use the tools, practices methodologies that a wellestablished project management methodology can provide, one thathas been quite successful in other industries. Donors are requiringbetter controls and more professional managerial competences in thestaff responsible for managing projects, it will not be a surprise that inthe near future this competence is not only required but demanded.It is PM4DEV’s belief in the need for a new project managementmethodology that responds to the current challenges developmentchallenges face today. Gone are the days when a technicalcompetency on a development field was all that was needed to run aproject. Today’s development projects are more complex and requirethe participation of more stakeholders, the coordination betweendifferent specialist from different fields, and need to use differentapproaches to solve the complex problems.Many years of experience managing projects have convinced us of theneed to increase the use of project management practices ondevelopment organizations; this document is one small step to helpthem develop a deeper understanding of the subject matter from abroader perspective. In 2006 PM4DEV started dedicated expressly tohelp development organizations increase their skills and knowledge onthe different areas of project management.
