In this unpublished decision, the Board of Immigration Appeals (BIA) denied the respondent's motion to reopen based upon his asserted inability to competently represent himself at his removal proceedings due to a stroke he suffered in 2011. The decision was written by Member Molly Kendall-Clark and joined by Chairman David Neal and Member Anne Greer.
