Queens, NY - Austin Shafran, candidate for City Council (CD-19), today announced a three-point “Clean Up the Council” plan to bring sweeping reforms that will fight corruption and stop the overwhelming influence of outside business interests. Following the recent and seemingly endless epidemic of public corruption scandals plaguing city government and hurting the local community, Shafran’s plan seeks to eliminate the potential for conflicts of interest from outside business, bring equality and community input to local project funding, and end the inordinate influence corporate lobbyists hold over family members who are elected to public office and favored politicians.

- Austin Shafran, candidate for City Council (CD-19),today announced a three- point “Clean Up the Council” plan to bring sweeping reforms that will fight corruption and stopthe overwhelming influence of outside business interests. Following the recent and seeminglyendless epidemic of public corruption scandals plaguing city government and hurting the localcommunity, Shafran’s plan seeks to eliminate the potential for conflicts of interest from outside business, bring equality and community input to local project funding, and end the inordinateinfluence corporate lobbyists hold over family members who are elected to public office andfavored politicians.Leading by example, Shafran also became the first and only candidate to publicly release hisfinancial disclosure statement, which all candidates are required to submit to the Conflicts of Interest Board and NYC Campaign Finance Board. To bring greater transparency andaccountability to the electoral process, Shafran called on all candidates to follow his lead and pull back the veil of secrecy that blocks voters from seeing where a candidate’s personal financesare coming from. AUSTIN SHAFRAN’S CLEAN UP THE COUNCIL PLAN
I. Ban ALL outside employment and income for Council Membersto end conflicts of interest.
 Justification:
Prohibiting Council Members from engaging in employment outside of their governmentalduties will help root out the corrupting influence of outside business interests.Our community deserves a Council Member whose only job is to represent us - not his own business clients.
How it Works:
Make the City Council a full-time position, and prohibit Council Members from engaging inany outside employment from which they derive an income.Profits derived from stock/bond investments, personal/family trusts, retirement funds, or through inheritance would not be restricted under this proposal.
II. End political slush funds with equal and fair discretionaryfunding for all Council Districts.
 Justification:
Funding for local projects should be done through a community-driven process where thosewho know their area best get a fair say in what projects get funded, and every district gets itsfair share.The clearly voiced will of the local community should have final say in what projects getfunded in their community. It’s the taxpayers’ money - not some politician’s to dole out to politically connected friends or business clients - and that money should go where the localcommunity thinks it works best through an objective process and on an equal basis.
How it Works:
Equal expense and capital funding for all Council Districts.Equality of funding would be determined through formula spending which takes intoconsideration various categories that account for populations, land area, districts with higher  poverty levels, etc.Objective review and scoring of all discretionary projects by:A)City Agency Score (33%);
