The gender policy of the Republic of Belarus is based on the generally accepted international
standards fixed by the UN Conventions and other international documents intended to eliminate all
forms and manifestations of gender inequality and to arrange conditions enabling each individual,
irrespective of his or her sex, to completely realise his or her personal potential.
The principle of equality between women and men is fixed in the Constitution of the Republic
of Belarus. The fulfilment of the principle is ensured by the following legal acts: Code of Marriage and
Family, Labour Code, Criminal Code, the Law of the Republic of Belarus On employment of the
population of the Republic of Belarus.
Legal, organizational and administrative measures aimed at ensuring comprehensive
development of women, raising their social status and protecting their rights and interests are currently
taken in the country.
One of the efficient ways to secure equal opportunities for women and men is a development
and realisation of national plans and programmes. The National Action Plan for Gender Equality for
2008-2010, approved by Resolution of the Council of Ministers of the Republic of Belarus of
September 3, 2008 1286, is a third programme document developed in order to facilitate
coordination of activities of state authorities, public organizations in the field of implementation of
gender policy.
The statistical book Women and Men in the Republic of Belarus is prepared in accordance
with the National Action Plan for Gender Equality for 2008-2010 and continues the series of
publications on gender statistics. It contains the following sections: Population; Health; Education;
Employment and Unemployment; Standards of Well-Being, Social Security and Social Assistance;
Crime; Data of Sociological Research Carried Out within the National Programme of Demographic
Security for 2007-2010, International Comparisons.
The book presents statistics on the number of women and men, life expectancy, migration
flows, population morbidity, educational attainment level, education of students of secondary and
higher education institutions, employment of women and men by branches of the economy, wages
and salaries, as well as other information characterising the status of women and men in the Republic
of Belarus.

The publication prepared by the National Statistical Committee of the Republic of Belarus is
based on the information submitted to and compiled by the bodies of state statistics, as well as that
coming from administrative sources.

1. POPULATION

The section contains data on the number and age structure of women and men, on the
number of births and deaths, including by causes of death, and data on migration flows in the Republic
of Belarus in total as well as in a breakdown by regions and Minsk City.
Data on births, deaths and marriages are based on the annual data contained in the copies of
registration records of births and deaths filled out in vital registration offices. The number of births
includes live births only. Data on divorces are taken from record cards containing information on
persons dissolving marriages that are filled out by judicial bodies.
Natural increase is the difference between the annual number of births and deaths. Net
migration is the difference between the number of in- and out-migrants. Total population increase is
the sum of natural increase and net migration.
Crude natural increase rates are used mainly to assess the changes in the population size
affected by fertility and mortality. Crude birth and death rates are computed as the ratios of the
number of live births and deaths respectively during a calendar year to the average annual population.
Natural increase rate is the difference of crude birth and death rates.

POPULATION

Crude marriage and divorce rates are computed as the ratios of the number of marriages
and divorces in a given calendar year to the average annual population.
Life expectancy at birth refers to a mean number of years to be lived by a person from a
hypothetical cohort, assuming the mortality level for every age remains the same as for the given
period of time. The expectation of life is the most adequate summary characteristic of mortality level
for all ages in a given period.
The source of information on causes of death are inscriptions in medical death certificates
made by physicians on diseases, accidents, homicides, suicides or other external causes resulting in
death. Such inscriptions make the basis for specifying the cause of death in vital records maintained
by vital registration offices. The copies of such death records are provided to state statistical bodies for
the compilation of mortality data by cause of death.
Cause-specific death rates are computed as ratios of the number of deaths from specified
causes to the average annual population. They are computed per 100000 population.
Starting 2002, the Abbreviated List of Death Causes based on the International Statistical
Classification of Diseases and Related Health Problems (WHO, X Revision, 1989) has been used.
Maternal mortality is a number of womens deaths caused by complications of pregnancy,
delivery and postnatal complications, per 100 000 live births.
Statistical data on migration of the population in the Republic of Belarus are developed based
on the migration registration cards presented by the internal affairs bodies. These cards are drawn up
in case of change of the place of residence within the country, immigration or emigration.

The section contains statistical data characterising incidence of selected diseases among
women and men (malignant neoplasm, active tuberculosis, mental and behavioural disorders, sexually
transmitted diseases, alcoholism, drug and toxic addiction). Statistical data on the number of newly
recognized disabled women and men, on the number of disabled registered with agencies for labour,
employment and social protection, occupational injuries and diseases are included. Data on the
number of physicians and paramedical personnel and their qualification categories conferred in
accordance with vocational training and record of service are also given.
Incidence refers to the new cases of a condition registered in the reference year. Incidence
rate is produced by dividing the number of the patients newly diagnosed with a particular disease by
the average annual population; the result is then multiplied by 100 000.
A disabled

is a person with a stabile physical, mental or sensory defect which, when

interacting with various barriers, impede the person to fully and effectively participate in the life of the
society on an equal basis with other individuals.
The number of persons newly recognized disabled includes persons with a new disability
determined in the reference year (primary disablement).
Beginning 2002, International Statistical Classification of Diseases and Health Related
Problems (WHO, X Revision, 1989) is used.
Occupational injuries cover the number of persons who suffered from job-related accidents
disabling them for one or more work days or with fatal outcome while performing work responsibilities

in the premises of the organisation or while commuting using the transport provided by the
organisation.
Occupational disease is a disease that developed as a result of exposure during not more
than 3 days or shifts to a harmful production factor (factors) in the process of labour activity (acute
disease), and a disease caused by long-term exposure of a worker to a harmful production factor
(factors) and resulting in a temporary or persistent disability (chronic disease).

established procedure in order to receive education.

Students of institutions providing general secondary education are pupils of primary, basic,
secondary and evening schools, gymnasia, lyceums, boarding schools, special general education
schools (boarding schools) children with mental and physical deviations as well as those studying
general secondary education programmes at educational complexes.
Students of institutions providing vocational and technical education refer to persons enrolled
in vocational and technical schools, vocational lyceums as well these studying professional and
technical education programmes at vocational and technical colleges.
Students of institutions providing secondary specialized education refer to persons studying at
technical (vocational) schools, colleges as well as those studying secondary specialized programmes
at basic schools-college of arts, secondary schools-college of arts, gymnasium-colleges of arts,
linguistic gymnasium-colleges, secondary specialized schools of Olympic reserve, vocational and
technical colleges, and higher colleges.
Students of institutions providing higher education refer to persons studying at classic
universities, specialized universities (academy, music conservatory), institutes and higher colleges.

The section contains data on the number and composition of economically active population,
the employed in the economy and the unemployed, registered with agencies for labour, employment
and social protection, on distribution of working women and men by categories, age and educational
attainment, and on labour remuneration of women and men.
Economically active population are persons who offer their labour for production of goods
(works, services). It includes the employed and unemployed registered with agencies for labour,
employment and social protection.
Population employed in the economy (employed population) are persons working at
organisations, individual entrepreneurs and persons working for them, and persons engaged in
developing personal subsidiary plots for whom this work is primary.

Starting 2005 the number of the employed population includes the individuals who performed
work under civil law contracts, provided this work was the only one.
Data on economically active population and total number of the population employed in the
economy are average annual data.
Distribution of the employed by categories is based on the effective National Classification
Occupations of waged workers and posts of salaried employees.
Employment is distributed by educational attainment irrespective of the work done or post
held. The educational attainment is determined by the highest educational level received at an
educational institution.
Unemployed registered with agencies for labour, employment and social protection are
able-bodied persons at working age who permanently reside in the Republic of Belarus and do not
have job and earnings, are registered with agencies for labour, employment and social protection
according to their place of residence in order to find an appropriate job, who search for a job and are
readily available to start working.
Registered unemployment rate is defined as the ratio of the number of the unemployed,
registered with agencies for labour, employment and social protection, to the number of economically
active population (employed and unemployed registered with agencies for labour, employment and
social protection).
Duration of continued unemployment (duration of job search) is a period of time during
which an unemployed person is looking for a job. For those unemployed, still registered at the end of
the reference period, the duration of continued unemployment is specified from the registration date
until the end of the reference period.
Gross nominal average monthly wages and salaries are calculated by dividing the gross
wage fund including income tax and employee insurance premium by the average payroll number of
workers and the number of months in a period.
Wage fund covers the following payments provided by organisations irrespective of financing
sources: wages and salaries for the work done and time worked; incentive and compensating
payments; payments for the time not worked, and other payments included in the wage fund. The
wage fund includes income tax and compulsory insurance contributions of employees.
The wage fund and average wages and salaries do not include social insurance benefits.

Disposable resources are money resources of households, the value of consumed homegrown produce less the expenses on its production, and also the value of in-kind benefits and
subsidies.
The consumed home-grown produce is valued at average purchase prices of foodstuffs.
The value of in-kind benefits and subsidies refers to value estimates of different benefits and
subsidies (both from the budget and organisations) granted to household members in the form of full
or partial payment of the actual cost of goods and services purchased. Benefits and subsidies are
valued as reported by the household members interviewed.
Deciles are arranged by ranking population (households) in ascending order according to the
average per capita disposable resources. Then population (households) is divided into 10 equal
groups, where every group includes 10% of total population (households). As a result, the first (lowest)
decile includes 10% of population (households) with the lowest average disposable resources; the
second decile includes next 10% of population (households), and so on, while the tenth (highest)
decile includes 10% of population (households) with the highest per capita disposable resources.
Subsistence level budget is the value of a minimum set of material goods and services that
are essential to secure the vital activity and health of a person, including compulsory payments and
contributions.
The subsistence level budget is quarterly adjusted by the Ministry of Labour and Social
Protection of the Republic of Belarus and approved at prices of the last month of a quarter by the
resolution of the Council of Ministers of the Republic of Belarus.
The subsistence level budget is a criterion to classify population (households) as low-income.
Number of pensioners includes persons receiving a monthly money sum as a material
security due to old-age, disability, loss of breadwinner and in other cases stipulated by the legislation.
Average pensions are calculated as a ratio of the total amount of pensions granted to all
pensioners to the number of pensioners.

CRIME
The section contains the data of the Ministry of Internal Affairs of the Republic of Belarus
characterizing the situation with criminality, including selected types of the most dangerous and most
frequently committed crimes. There is information on crime committers, their sex, age and social
status. The information on the number and composition of convicted is based on the data of the
Ministry of Justice of the Republic of Belarus.
Criminality is a socio-legal phenomenon comprising crimes committed in a specific territory
within a specific period of time and characterised by qualitative and quantitative measures.
Juvenile delinquency means total crimes committed by adolescents aged from 14 to 18
years old.
Number of disclosed crime committers refers to persons officially registered with internal
affairs bodies, against whom criminal cases were initiated.
Convicted are persons on whom sentences were passed that came into legal force.
Composition of convicted refers to the distribution of the total number of convicted by sex,
age and type of committed crime.

The section presents the data of sociological research activities which characterize the
attitude of women and men to marriage, desired number of children in a family, measures directed at
strengthening family relations and increase of childbirth, circumstances leading to family disruption.
The information source is the results of research activities initiated by the Ministry of Labour
and Social Protection within the National Programme of Demographic Security for 2007 2010.
To study populations attitude to reproduction and factors influencing it, the Labour Research
Institute of the Ministry of Labour and Social Protection conducted two sociological surveys of young
and adult population in all regions and Minsk City in March-December 2008. The sampling group of
the adult survey comprised 865 persons, of which 823 were women, of which 83% were aged 20-34
years. The sampling group of the sociological youth survey comprised 696 respondents aged 15-22
years.
Happiness of family life, marital stability depend on the motives of entering into marriage,
compatibility of views and family values, presence of necessary skills and experience in household
management, child care and child rearing as well as on circumstances under which the family lives.
The study of family disruption reasons and trends of intrafamilial behaviour psychology were the aims
of a sociological research carried out by the Center for Sociological and Political Studies of the
Belarusian State University in July-August 2008. A multistage sampling used for this research
comprised 1500 persons of which 500 persons (250 women and 250 men) were officially divorced,
500 persons (250 women and 250 men) were officially married, 500 persons (250 women and 250
men) aged 18-35 years, unmarried or never married.
