  Not only is the city in the red by $18 million, but Mayor NewBerry cannot account for thefunds that the city’s officers testified under oath are in reserve for the Lyric Theatre whichis projected to cost $6 million.
Why doesn’t Democrat, Crit Luallen, investigate Democrat Jim Newberry’sadministration for the misappropriation of the Lyric money?
Surely party politics isnot involved.Hackbart is Professor of Finance and Public Administration, Gatton College of Businessand Economics, at the University of Kentucky.The nutty professor wants the city to acquire the right to move surplus earmarked taxrevenue into the general fund even though the Mayor himself acknowledged that it is
illegal
according to the city’s Law Dept.That practice is what tanked the social security fund at the federal level; and, ruined thechances of the Kentucky Lottery money being dedicated to education at the state level.I believe the city is already chiting money on a fraudulent ledger from one fund to another to make the books appear balanced.Hackbart said that in 1981 the doctrine of the “notwithstanding clause” was born —a judge’s legislation from the bench. And Mayor  Newberry, who preached ethics, is readyto adopt this hack’s recommendation.A judge said that notwithstanding any law preventing misappropriation of funds from adedicated revenue stream, the state’s budget is a “superior bill” and can authorizeotherwise unlawful revenue manipulations (i.e., revenue chiting schemes that violateracketeering laws no doubt).According to our federal Constitution, the only thing “superior” to a law is theConstitution itself; and, even higher than that, a treaty ratified by Congress. What law book was that hillbilly judge reading?But the Mayor supports the recommendation and suggests enacting a law to get aroundthe roadblock by stating up front that if there is a surplus in a dedicated revenue stream,we may move it to the general fund.Council member Andrea James asked whether the nutty professor was “for smaller government and big business, cause I’m not for that.” So Andrea, you’re in favor of BIGGER government and less business?I don’t have to worry about Andrea answering my question because she never responds tomy phone calls nor emails, like most of the council.Eighth District Councilman George Myers is the only one who said he opposes thisrecommendation no matter how the politicians twist it and prefers a tax rollback.
I think Myers should run for Mayor, seeing he is the only sane person on the

 And poor ole Ed Lane, Mr. Businessman himself (aw shucks y’all), was so busy smilingand kissing the nutty professor’s b%&! that he was beside himself. Wow! A real professor, coming here among us hicks to profess
another illegal act by a citygovernment
already swamped with racketeering charges, sexual molestation of children,unethical oversight of finances, and the mayors all kissing the Roman Catholic Bishop’s b%&! on illegal migrants and
closing the government on Catholic holidays. 
Before the city should spend another dime it ought to pay compensation to its own
childrape victims like the Roman Catholic Bishop’s church

these are the people the city officials still defer to
despite the constitutional prohibition against adopting a state religion.When provoked by Myers’ probing questions, Hackbart explained that when he workedfor the state budget office, the state was quote “
doing it because we did it.”
 Not only did the nutty professor work for the state budget office, he was on ultraliberalMayor NewBerry’s transition team. No wonder the greeting was so cordial and the adviceto commit a crime so welcome.Well, that’s why I call him the nutty professor. I’m calling him that because I called himthat; notwithstanding the superior intellect that he is just that, a nutty ultraliberal.
Heeither needs a dose of this guy
or a transorbital lobotomy.Any council member who follows the bad advice of the nutty professor belongs in astraight jacket atEastern Statein a ward for the criminally insane.

Crit Luallen is really the one on the hot seat. She will not be able to explain away her failure to audit the apparent misappropriation of Lyric reserve money by NewBerry's administration. Remember, Mayor NewBerry is the one who adamantly opposed the Airport Board audit that resulted in an ongoing criminal investigation of Mike Gobb and his cronies.

This commentary is ruffling up quite a few chicken feathers among nervous politicians who have the elite media in their pocket with a gag on their mouths. Real reform in our nation only occurred as a result of objective fact presentations like this one. Great job!
