MGM Resorts InternationalMr. William HornbucklePresident of MGM ResortsJuly 12, 2013Mr. Hornbuckle,I am writing once again to ask you to amend the existing host community agreement with the City of Springfield to incorporate your total capital investment amount of your proposed project in Springfield,or at the very least the minimum capital investment amount. Originally when you appeared before theCity Council Casino Site Committee back in March of 2013 you agreed at my request to incorporate inthe host community agreement your total capital investment amount, an $851.5 million project at thattime. Since then you have publicly stated and advertised an estimated capital investment of $800million. This is raising concerns to many voters and I am requesting that MGM amend and clarify inwriting their total or minimum capital investment in the City of Springfield. Our neighbors in WestSpringfield have recently executed a host community agreement for their town that clearly states Hard
Rock’s total minimum capital investment for their project in West

Springfield. If it’s good for the town of
West Springfield it is certainly good for the city of Springfield to incorporate it into their host communityagreement. If I can be of any additional assistance in this matter please feel free to contact me anytime.Sincerely,James J. FerreraPresident Springfield City Council
