The OECD Eurasia Competitiveness Programme was launched in 2008 to support Eurasian economiesin developing more vibrant and competitive markets. It includes seven countries rom Central Asia(Aghanistan, Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan) and sixcountries rom Eastern Europe and the South Caucasus (Armenia, Azerbaijan, Belarus, Georgia, the Republico Moldova and Ukraine).The Programme’s approach leverages OECD instruments and tools in order to assess where and howto enhance the competiveness o countries, sectors and regions to generate sustainable growth. Sinceits inception, the Programme has developed and implemented several regional and country specifccompetitiveness strategies, complemented by capacity building seminars and coaching or policy makers.

Fro to 2001 to 2008, Ukraine’s econoy grew by an annua average rate o 7.5%, aongthe highest in Europe. During this sae period, oreign direct investent (FDI) inows to thecountry expanded by 43.8% on a yeary average, reaching USD 10.9bn in 2008. However, thegoba econoic crisis cut FDI inows by ore than ha, and in 2009 rea GDP contracted by15%. Since then, growth eves have reained beow orer rates, and any o the country’scopetitive advantages – vast stretches o arabe and, a strategic ocation and a highy skiedabour orce – reain untapped.To support the country in ipeenting reors that wi hep uneash its econoic potentia,the governent o Ukraine asked the OECD to undertake a Sector Copetitiveness Review withthe fnancia support o the Swedish Internationa Deveopent Cooperation Agency (SIDA).The frst phase o this review invoves deveoping an assessent o the copetitiveness andFDI attractiveness o severa key sectors:
