Dear Ontarians,
 It is our privilege to submit this report on the review o deaths in which concerns related to air ambulance transportwere identied. The Expert Panel makes 25 recommendations in the areas o:
Decision Making
Response Process
International Transports
Paramedic Training/Education/Certication
Investigation/Quality Assurance This Review arises rom concerns expressed by Ontarians regarding our air ambulance system, and specically,whether operational issues related to air transport might have caused or contributed to a atal outcome in somecases. The motto o the Oce o the Chie Coroner is, “We Speak or the Dead to Protect the Living;” thereore, theseconcerns were reviewed and addressed with the utmost diligence by the Oce o the Chie Coroner.It is our hope that this report and its recommendations will give voice to those who have lost their lives, and thatrom the tragedy o their deaths may come hope or a saer Ontario in which its citizens receive the highest possiblelevel o care.We would be remiss i we did not take this opportunity to acknowledge and mourn the our Ornge crew memberswho lost their lives in a helicopter crash near Moosonee, Ontario in late May, 2013.
