Background
"OpenData"isamovementingovernmentwherevarioustypesofinformation("datasets")areopenlysharedwiththepublicandbetweenCitydepartmentselectronicallythroughacentralwebsite.ThesedatasetsaretypicallyprovidedbyindividualCitydepartmentsorthroughdatasharingwithotherlocalgovernmentagencies.Throughstandardizedelectronicformats,thedatasetisopenlysharedonlinewithindividuals,companies,andnon-profits.TheCityofLosAngelespotentiallyhasalargevolumeofdatasetsthatwouldbeusefultoitsstakeholders(e.g.recreationfacilities,trafficdata,crimestatistics,budgetaryinformation,Cityservices,etc.)Inaddition,thisdataisoftencombinedwithGIS(GeographicInformationSystem)mapstographicallyshowCityinformationbygeography(e.g.daycarecentersbyzipcode,librariesbyneighborhood,etc.)CommonfeaturesofanOpenDatawebsiteinclude:AbilitytosearchfordatasetsbycategoryorkeywordAbilitytofilterinformationwithinadataset(e.g.311requestsforgraffiti)AbilitytodownloadpublicdatasetsformobileapplicationsAbilitytoshareprivatedatasetsacrossCitydepartments(notsharedwiththepublic,butpromoteskeyinformationsharingacrossdepartments)
 
1.DevelopStrategicPlanforCityofL.A.OpenDataInitiative-AsuccessfulOpenDataInitiativewouldrequirethecoordinationandparticipationofmultipleCitydepartments.ITAwouldpartnerwithotherCitydepartmentsthroughtheInformationTechnologyPlanningCommittee(ITPC)toidentifyusefulCitydatasetsandconfirmtheCity'sstrategicapproach.ThiswouldbedocumentedHonorableMembersoftneCityCouncilMarch4,2013Page2WhatOtherLargeCitiesHaveOpenDataInitiatives?AndWhy?AssummarizedinAttachmentA,therearemanyotherlargecitiesthatalreadyhaveOpenDataInitiatives.ThisincludesNewYorkCity,Chicago,SanFrancisco,Seattle,Baltimore,Denver,KansasCity,Philadelphia,andNewOrleans.EachCity'swebsitehashundredsofdatasetscoveringawidevarietyofcategories,includingbudgetaryinformation,crimedata,Cityservicesbygeography,transportation,etc.Thesecitieshavecitedalistofbenefits:Reducesstrainongovernmentresources(decreasedinformationrequeststoelectedofficialsandCitydepartmentsthroughself-servicewebsite).Increasesgovernmentefficiency(improvedinternaldatasharingbetweenCitydepartments,aswellas,improvedexternaldatasharingwithotheragencies).Increasescivicparticipation(allowscontributionsfromprivateandnon-profitwithoutspendingCityfunds,examplesincludecreativealternativesthedevelopmentoffreemobileapplicationsusefultoCitycitizens)Increasedgovernmenttransparencytothepublic.Furthermore,theFederalgovernment

alsohavematureOpenDataInitiatives.Infact,theStateofCaliforniawasoneofthefirststatestolaunchanOpenDataInitiativein2011.Data.CA.govprovidesfreedatasetsacrossallstateagenciesontheeconomy,publichealth,transportation,theenvironment,etc.DataSharingWithOtherLocalGovernmentAgenciesCurrently,SouthernCaliforniahasfewgovernmentopendatainitiativesandthesearelimitedtospecifictopicalareas(e.g.L.A.CountyEnterpriseGISformapping,RegionalIntegrationofIntelligentTransportationSystems{RIITS}fortransportationinformation,etc).IftheCityofLosAngelesweretopursueanOpenDataInitiative,therewouldbemanyopportunitiesforopendatasharingwithlocalgovernmentagencies,including:CountyofLosAngeles(health,housing,socialservices,etc.)MetropolitanTransportationAuthority(timetables,tripplanning,etc.)LosAngelesUnifiedSchoolDistrict(schoolfacilities,adultlearning,etc.)Otherlocalcitiesandcounties.WhatWouldItTakefortheCityofLosAngelestoDevelopanOpenDataWebsite?
 
ForITA,thiswouldincludeaTechnicalLeadandaChiefDataOfficer(likeSanFrancisco)toensuredataiscurrent,coordinatecross-departmentdatasets,outreachtopublicforfeedback,outreachtoComputerScienceDepartmentsatlocaluniversities,establish"hackathons"forprogrammerstodevelopinnovativemobileapplicationsforthepublic,etc.HonorableMembersoftneCityCouncilMarch4,2013Page

AcquireCityofLosAngelesDatasets-Afteridentifyingtheinitialdatasets,CityDepartmentswouldneedtodevelopstandardizedelectronicinterfacesfromtheirdepartmentalsystemstotheOpenDatawebsite.
ITArecommends

initialpilotusing
a
limitednumber
of
departmentaldatasets.AprominentOpenDatavendorhasofferedtoprovide
a
no-cost,fourmonthtrialperiod
of
a
vendorhostedwebsite.

OutreachToOtherLocalGovernmentAgencies-Establishdatasharingwithotherlocalagenciesandnon-profitstoprovidea"one-stopshop"forinformationusefultoCityofLosAngelesconstituents.Thiscouldalsoincludelocaluniversitiesandnon-profits.

ReleaseARequestforProposal(RFP)forOpenDataWebsiteHostingServices-Avendorhostedsolutionispreferredduetothelargevolumeofdatainvolvedandeasy-to-usewebtools.BasedonITAinitialresearch,thevastmajorityoflargeOpenDatawebsitesarevendorhostedandwouldrequireaRFPtosolicitcompetitivevendorbidding.5.EstablishALong-TermMaintenanceStrategy-TheCitywouldneedtosecurethenecessarystaffing(ITAanddepartmental)toensuretheOpenDatawebsiteisproperlyupdated,newdatasetsarepublished,andperiodicoutreachforpublicfeedbackoccurs.FiscalImpactStatementThisprojectwouldinvolvecostsassociatedwithvendorwebsitehostingservices,programmingofdepartmentinterfacesbydepartmentalstaff,andlong-termmaintenance.Initialestimatesareasfollows:VendorWebsiteHostingServices-Annualcostbetween$50,000and$80,000.ProgrammingofDepartmentalInterfaces-Varies.Dependsonnumberofdatasetsandlevelofdifficultyforeachparticipatingdepartmenttodevelop.Long-TermMaintenance-Estimated
