The Dutch will be re-sponsible for collectingthe back taxes as far backas five years. .
All thetaxes that Governmenthave to pay back to theircitizens will also be paidby the Dutch 5 years retro-actively. Astrid McKenzieasked this question, sheworks at the Tax Depart-ment and gets called everyday about money Govern-ment owes people.About the backtaxes Bij-leveld stresses ´Wie heft, moet innen`, meaning `if you tax, you have to col-lect.´. The money collectedwill be invested in the

within 5 years there willbe an evaluation andsome things may needadjustment for the BESislands.
By that time Holland willhave a new Government and a new Second Cham-ber and a new State Secre-tary of Kingdom Affairs.
Kamp
To answer
Mrs. Rivers’
question about the qualifi-cations a politician needsto have, Mr. Kamp saidthe only qualification apolitician needs is has tobe the trust the peoplehave in them.He also let the audienceknow that he understandsthe difficulties a smallisland like Statia has. Hecompared it to a Dutchsmall municipality andsaid that in Holland thereis a lot of cooperation withother municipalities andthe “Provincie” also takescare of structural thingslike water supply. A smallisland like Statia doesn’thave this cooperation andhas even more things totake care of: a harbor, anairport, a hospital.Mrs. Bijleveld answer tothe next question from Mrs.Rivers, what mechanismwill be in place to check ourlocal Government, was:“We make sure “good” or“corporate” Government isin effect, we will have“financieel toezicht” andwe will have “toezicht opgeldleningen”, meaning theDutch will check that Gov-ernment does not give pri-vate loans.
Mrs. Clarke-Brown
, prin-cipal of the Golden Rock Catholic School was won-dering where the bookswere that were ordered. Shehadn’t heard of any books.“Books were not ordered asyet, Mrs. Bijleveld said, butsoon every school will havethe possibility to make re-quests for books.Mrs. Clarke-Brown toldMrs. Bijleveld that there isa great lack of “socialhelp”, the elementaryschools need“psychologists, psychiatricsand other professionals likeremedial teachers and evensubstitute teachers.”Bijleveld agreed on that, but did not make anypromises. In an interview with StatiaNews and Mr. Reehuis, ournew head of the Departmentof Education (Bureau On-derwijs), Bijleveld madesome remarks abouteducation: “
The extramoney for education willbe spend on structuralchanges”
Her staffmember, who alsotook part in the conversa-tion, said: “We will notspend money on pro- jects.
Projects do notguarantee structuralchanges
“We moeten naar dewerkvloer” Mrs. Bij-leveld added, meaning:
“We have to talk tothe teachers.”

GeneralinformationInterview withMr. Roy Hooker
because Mrs. Leeflang, the Antillean Minister of Education has put an endto Cycle 3.When pointed out thatteachers in the elementaryschools are stressed andthe classes are too big, hesaid that the SDA schoolhas found a good way todeal with that matter. Theteachers stay in one spotand the pupils go fromteacher to teacher. Thatway, it is no problem if ateacher doesn’t master theDutch language. The elementary schoolshave the freedom to “fillin” the FBE system inwhatever way they want. All they need is a goodschoolplan and a“classplan”.He says that all the teach-ers on the island shouldbe capable to work in theFBE system, becausethey all had a training of almost two years. He says he is not going toshut down the Governorde Graaffschool, becausehe the island needs tohave a public school. He wants to have onelanguage lab for our is-land. That lab can be usedby the schools, but alsoby the general public. Inthat language lab peopleuse their ears and eyesand can work in manyways on their languageskills. He stresses thatthis is also important forthe Spanish speakingpeople that live here.
By A.K.
Instead of an interviewwith Mr. Reehuis, thenew head of the depart-ment of education, wehad a short interviewwith Mr. Hooker, thecommissioner of educa-tion.
What experts will beappointed for educa-tion?
In the Regional ServiceCentre, on MazingaSquare, a person will beappointed especially foreducation. Holland isnow busy looking for asuitable person. In thedepartment of education, one person will be ap-pointed by Holland toassist the people thatwork there. And also, there will be a“kwartiermaker”, ormaybe two, who willassess the situation ineducation and who willhelp to make it better. At the end of April, ateam from the Nether-lands will come to Statiato assess the level of theoldest pupils in the Ele-mentary schools.
Who will attend thenext Bes week abouteducation?
The delegation fromStatia for the next Besweek about educationwill consist of the fol-lowing persons: Mr. RoyHooker, Mr. Renee Ree-huis, our head of thedepartment of education,Mrs. MalvernDijkshoorn, head of theGovernment InformationService and our new li-brarian, who is in Hollandstill. Mrs. Dijkshoorn andthe librarian will be part of the delegation, becausethe meetings will not onlyconcern education, butalso culture and the media.Statia’s Governmentwants to have more Dutchon our island. Not only inthe schools, but also in themedia.
What will you ask for inHolland?
Mr. Hooker thinks thelocal Government shouldfind a niche, a way to havesome influence in our edu-cational policy. Hollandsays it will be solely theDutch responsibility, butMr. Hooker thinks that isnot the right way. “TheDutch will have a say inthe “What”, but we musthave a say in the “How”.
The future of Statia’seducation.
Mr. Hooker takes the in-spectionreport very seri-ous and expects that theinspection of educationwill be important in thefuture.Learning Dutch must be-gin in the Buzzy Bee daycare centre. More moneyhas to be spend on theBuzzy Bee to keep it af-fordable for parents. There will be more Dutchin the elementary schoolsand the exams at the GVPschool will be accordingto the Dutch standard.Cycle 3 is not going to bea part of the GVP school,
