Connaught Hall Noise Survey 2009
 
The University of London Intercollegiate Hallsof ResidenceLicence Agreement, says:
It is expected that every student should be able to study or rest without disturbance from others at any time, and particularly from 11.00 pm. to 7.00 am.” 
 
 
There is a disciplinary procedure to be appliedwhen students do not adhere to the LicenceAgreement, e.g. if they are persistently noisy.
 
Warden, Vice-Warden, and Senior Members are responsible for dealing with noise in Hall.
 
38.6% of residents in the annual Residents’Survey this February said they could not studyand sleep in Hall without being disturbed.
 
 
We carried out this Noise Survey to betterunderstand what types of noise disturbresidents the most and to gather your views onhow we could improve how we deal with noise,bearing in mind exam season is approaching.
 Key results
 
110 residents (52% of all residents) responded.
 
Nearly two-thirds said noise is a problem inHall, but only a quarter of those had everreported noise to a member of staff.
 
The most common noise problem is residentsin the corridor(shouting, running, shuttingdoors)after 11pm– with more than 62% of respondents experiencing this type of noise.
 
One in three respondents has been disturbedby noise from thecommon rooms(after11pm) or thebar / garden(before 11pm).
 
40% of respondents who live in the basementsaid music from the gym is a source of noisedisturbance.
 
Residents generally report noise to areceptionist (about 9 times out of 10) and onlyrarely inform a member of the Warden’s team.
 
Almost a quarter of respondents didn’t knowthat it is the Warden’s team who deal withnoise.
 
41.3% think our noise policy is not strict enough(but the majority think it’s about right, toostrict, or didn’t know).
 
First-year undergraduates were most likely tothink our noise policy is about right;postgraduates were most likely to think we arenot strict enough.
Residents’ comments
 
We have made public most of the commentsmade by residents. Some comments arehighlighted, chosen to be representative of the broad range of views expressed. The factthat a comment is highlighted does not implyofficial endorsement.
Response / proposed action
 
It is clear that not all complaints made toreception are being passed on to theWarden’s team. We will introduce a formalreporting procedure for receptioniststofollow. The Warden’s team will then beable to identifypatterns of noiseandpersistently noisyresidents more easilyand take appropriate action.
 
To make it easier for residents to reportnoise, we will set up a new dedicated emailaddress:noise@connaught-hall.org.uk.
 
A noise report form will also be included ata new website for contacting the Warden’steam:warden.connaught-hall.org.uk.
 
Existingnoticesabout being quiet after11pm will be redesigned and posted onevery corridor and in the common rooms.
 
We will consult with the Residents’Committee aboutmusic in the gymandencourage users to take their earphones.
 
We will continue to ensure thegardeniscleared by 11pm every evening.
 
Residents who playmusical instruments should use the music room for practising.
 
We urge everyone to heed the commentsmade by others: at night,be considerate  when coming home or talking to friends;don’t let your door slam(hold the handledown as it closes); and don’trun or shoutin the corridor. Think how you might feel if you got woken up at 3am before an exam.
 
Remember that there are bedrooms nearthecommon rooms. The rules about noiseapply to the common rooms just as muchas to any other area of the Hall.
 
We want to reassure those who suggestedthe need for disciplinary action that we dohave adisciplinary policyfor dealing withnoise; we do use it; and several residentshave receivedwritten warningsand/orfinesthis year for persistent noise.
