has
asked
me to

tocomply
with
theCommission's requests.
NORAD/NEADS/Department of the Air
Force Materials
The NORAD tapes of interest to the Commission contain 46 channels.NORAD is currently transferring the information on those channels to compactdisks. Those
CDs are
scheduled
to be
delivered
to the
Commission
as
indicatedbelow. The schedule is determined by the real-time process by which each 6-hour,
40-minute
channel
can be
recorded onto
a CD.

Detainee-related Materials
In
your October
31,
2003,
memo,
you
laid down
a
preferred order
of
delivery for detainee-related materials. In fact, the
accelerated
production ofresponsive materials will be facilitated by providing materials to you when their
processing—reviews,
redactions, excerpts, etc.—has been completed.
POD
IIRs;
The
first
batch
of
deliveries
to the
Commission
is
scheduled
for
close
of
business November
15,
2003.
Deliveries
are
scheduled
to be
completed
by
close
of
business November
26,
2003.
MFRs:
The
first
batch
of
material extracted
from the
MFRs
that
is
responsive to your requests is scheduled for close of businessNovember 19,2003.Deliveries are scheduled to be completed byclose of business November 30, 2003, with interim batches ofmaterials delivered earlier
if
they become
available
following
the
DOD review process. The MFRs are longer in length and morecomplex than
the
IIRs.ASPs:Inlightof theprioritytheCommissionhasgivento theIIRs/MFRs,
as the
processing
of
them begins
to
wind
down,
resources
will be
shifted
to
processing
the
Analyst Support Packages
and
othermaterials responsive
to
your request used
to
support "reason
to
believe" determinations.
I
believe
the
processing
of
these materialswill be expedited by employing staff familiar with the subject matter.We will provide information derived
from
these sources that isresponsive
to
your request, relative
to the
individuals
you
havespecified, as it becomes available. I will provide you a productionschedule
for
that
effort
by
close
of
business November
14,
2003.

with responsive materials
that
are
sensitive compartmented information
or
part
of
special-access programscontrolledby DOD(January
1,
1998 through November5,
2003).
