Abstract
The paper focuses specifically on the weakness of national ICT policy-makingprocess in Turkey during the last decade, mainly on the failure of creating effectivegovernance mechanisms in policy-making and its effect on e-governmentimplementations. Participation of all interested parties and networking them are thekeys of successful policy-making process. Turkey's excessively centralizedgovernmental system displays a strong resistance against new administrativeparadigms such as governance and its concomitant values, transparency,accountability and participation.A national "e-governance" strategy representing the mutual democratic anddevelopmental goals can transform Turkey into a "information society" only byutilizing the most effective democratic participation in policy and decision makingmechanisms. No strategy can be called "national" without effective participation of allinterested national parties. Turkey’s so-called "national" "Information SocietyStrategy" and its "Action Plan" shows that the Government wants to see the "e-transformation process" to consist of "e-government" actions only. This approachalso puts the future of e-government in danger. There is no successful e-government without e-democracy, and success is possible only through e-governance.
