This bulletin serves as notification regarding the implementation of a new Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Chapter to the Medicaid Provider Manual. Federal regulations require state Medicaid programs to offer EPSDT to eligible Medicaid beneficiaries under 21 years of age. The intent of EPSDT is to find and treat health concerns early so they do not become more serious and costly. EPSDT visits and follow-up services are covered by Medicaid.

Policy Summary:
EPSDT policy currently exists as a section within the Practitioner chapter and will attain its ownchapter with several updates. The layout of the EPSDT chapter will follow the order of the American Academy of Pediatrics’ Bright Futures "Recommendations for Preventive Pediatric Health Care" schedule guidelines. Thedevelopment of the EPSDT chapter offers providers a consolidated location for subject matter and enables the providerto locate information more efficiently.
