Foreword
Annie Löö Minister or Enterprise
Innovation begins with the human being. Human beings have ideas and develop know-ledge. Human beings use their knowledge, skills and experience in new solutions intheir businesses, in their workplaces, in their spare time or as consumers. Sweden’sinnovation capacity is essential to meet the challenges and opportunities o the globaleconomy. Policy must thereore be based on a holistic view o how Sweden’s innova-tion capacity can be maintained and strengthened over time. This is the starting pointor the Government’s national innovation strategy.The world today is undergoing undamental changes. Many countries in the EU andthe OECD, as well as emerging countries such as China, India, Russia and Brazil, have anincreased ocus on developing the innovation climate o their countries. Sweden standsrelatively strong in most international comparisons o countries’ innovation capacitiesand competitiveness. However, global competition is increasing between companiesand nations. The rising pressure on the earth’s resources also requires new solutionsthat combine ecological, social and economic sustainability.In Sweden, we need to be more innovative to meet the global societal challenges,to increase the competitiveness and to renew the uture welare and public services.This calls or an innovation climate that provides the best possible conditions or in-dividuals, businesses, the public sector and civil society organisations to be innovative.The strategy presents long-term guidelines or how the work within many policy areasuntil 2020 can create better conditions or people in all parts o society to contribute toa more innovative Sweden through their knowledge,skills and creativity.This innovation strategy has been developed in abroad dialogue with many stakeholders. Now thatthe government has adopted the strategy, I would liketo stress that this is the beginning o the real work tostrengthen the innovation climate in Sweden in thelong term, to empower us all to contribute to shapingthe uture Sweden in the global knowledge society:politicians, entrepreneurs, employees, citizens andconsumers. In the process o developing this stra-tegy, many people with dierent backgrounds andperspectives have shown a strong commitment anda willingness to contribute. This eels good and in-spiring or the long-term work that we now need tocontinue together.
