General completion guideline This document only requires you to explain, and motivate for, a new program. No project information is expected or required. 1. SECTION ONE - GENERAL National Office: Name of ND/Proposer: Date: These are the 12 authorized AME programs: Rural Housing Housing Finance & Loan Urban Housing Portfolio Mgt. Peri-urban Housing Research & Capacity Building Vulnerable Group Housing Advocacy Land Tenure Community Develop / Disaster Response Housing Transformation Volunteer Mobilisation National Institution Development From the list above, indentify the type of proposed new program: 2. SECTION TWO PREPARATORY WORK It is expected that you have completed the necessary research BEFORE submitting this application. The following studies and assessments are required: A Needs Assessment A literature review (a review of relevant knowledge related to the proposed program both qualitative information and statistical data) A Feasibility Study

Attach a copy of the Needs Assessment report and the Feasibility Study report. (The reports should indicate methodology used, main factors considered, findings and conclusions. Preferably NOs should consult with the AO, PD department on study tools prior to commencing such studies, to ensure suitability of techniques and good process.) Literature review - Please attach a list/bibliography of all articles, publications and other documents read, as well as web sites visited (we do not need copies of the articles/documents). Please provide a summary of the findings and conclusion of the literature review.

SECTION THREE ALIGNMENT 3.1 How is the proposed program in line with the six HFH mission principles? 3.2 How is it in line with you country strategic plan, and how will it help you to achieve the goals set out in your strategic plan? (If the AO/your RD do not have a copy of your country strategic plan, then please attach that to your application. If you do not have a strategic plan, then please reference your most recent Country Analysis.) 4. SECTION FOUR PROGRAM FRAMEWORK 4.1 What group is being targeted? (Urban/rural, vulnerable, income level, gender specific etc.) 4.2 What will be the main products and services offered under this program? 4.3 What other programs are currently being implemented in your NO, and how will this program impact, compliment and relate to those? 5. SECTION FIVE - PROGRAM ENVIRONMENT

In considering the fit between the proposed program and the national environment, your annual Country Analysis will be examined. Please attach a copy.

5.1 If the current Country Analysis does not already do so, please explain how the national environment (present and developing conditions) in your country causes you to want to include this particular program?

5.2 What organisations (NGOs, bi-lateral or multi lateral agencies, corporations, local government offices or CBOs) are working on this type of program? What is their operational model or strategy? 5.3 Which of these organisations are potential future partners for this program? 5.4 What are the government policies and regulations related to this program?

6. SECTION SIX RESOURCES AND SUPPORT REQUIRED Remember, as this document only requires you to explain and motivate a new program, no project detail is expected ( you need not give specifics or figures, but simply describe the type of resources you anticipate will be needed). 6.1 What are the organisational capacity gaps which need to be filled in order to implement this program? (Consider organisational structure, operating model and capacity.) 6.2 What skills are needed to lead the implementation of this program? Are these skills available in your existing team or will you need to recruit new staff? 6.3 What are the sources of potential or actual funding available for this program? 6.4 What type support will you require from the area office or other HFHI entities to help establish the program? 7. SECTION SEVEN GENERAL MOTIVATION 7.1 How does this program address gaps or weaknesses in the current operational strategy employed by your national organisation? How will it affect your impact? 7.2 Have lessons learnt from the performance of previous programs influenced the motivation for this program? If yes, broadly, what are those lessons? 7.3 What are the two or three main risks associated with this program, and how will these risks be mitigated against? 7.4 Are there any other factors to be considered in the approval of this program?
