STATE TRANSPORTATION BUDGET 2009ESSB 5352, Chapter 470, Laws of 2009 PVSELECTED ITEMS OF INTEREST TO PIERCE COUNTYTRANSPORTATION PROJECT LIST
Items of particular interest to Pierce County:Special grants are funded for special needs transportation and for vanpool programs (ESHB 2072). [section 222]The 2009 state transportation budget appropriates funding for the 2009-2011 biennium. For many projects, it assumes a longer termspending plan, up to sixteen years. Because of declining revenues, many projects are to be delayed. In addition, the state spendingplan assumes use of 30 year bonding rather than the customary 25 years.The I-5 and SR 16 HOV project in Pierce County is moved forward as one of the state's high priority "mega" projects.Use of $70 million of funding from the federal stimulus package and adjustments in state funding allows for a projectsequencing that will nearly finish the project in a sixteen year period. [section 306]Funding is restored for a significant part of the design and right-of-way costs for SR 167, the new freeway betweenPuyallup and the Port of Tacoma. [section 306]WSDOT is to expand the project from Key Peninsula Highway to the Purdy Vicinity to ensure the project includesimprovements at intersection and along the roadway to reduce the severity and frequency of collisions related toroadway conditions and traffic congestion. [section 306]Preconstruction activities are delayed for phase 2 of the widening of SR 161 in the Edgewood area. The delayed area isthe project between 24th St E and 36th St E. [section 306]WSDOT is provided $200,000 to prepare a comprehensive tolling study of the SR 167 corridor to determine thefeasibility of administering tolls within the corridor. The report is due to the Washington Transportation Commissionby September 30, 2010. The study must include consideration of value pricing, efficient operation, and economicconsiderations for future system investments. [section 306]A number of local rail, road, and transit projects are funded, and grants for the Pedestrian and Bicycle SafetyProgram and the Safe Routes to Schools Program.

Maximum amount for municipal airport grants is raised to $500,000 for this biennium. [section 718]WSDOT and the City of Tacoma are required to present an agreement to the Legislature by January 1, 2010 on thetiming of the transfer of ownership of the Murray Morgan/11th Street Bridge and any additional necessary state fundingrequired to achieve the transfer and rehabilitation of the bridge. Previous state commitments are continued with up to$6,500,000 in the Puyallup tribal settlement account may be used for mitigation costs associated with demolition of the bridge. However, WSDOT may use the funds for rehabilitation, replacement, demolition, or mitigation only if theCity of Tacoma accepts ownership No more than $39,953,000 may be expended by WSDOT and none may beexpended unless Tacoma takes ownership. [section 307]The Joint Transportation Committee will conduct an analysis of transportation funding mechanisms and methods. Thestudy is intended to facilitate the development and possible implementation of alternative funding methods. [section 204]The summary below is a selected survey of projects within Pierce County that are assumed in ESHB 2878. The summary does notnecessarily represent all items of interest. Some projects include a mix of funding from various state, local, or federal revenueaccounts.
