Newton County Wells Site, Newton County, MissouriINTRODUCTION
On September 30, 2004, the U. S.Environmental Protection Agency (EPA)Region 7 approved a Record ofDecision (ROD) prepared by theMissouri Department of NaturalResources (MDNR) to addresshazardous substance contamination atthe Newton County Wells SuperfundSite in Newton County, Missouri. Thisaction was taken under theComprehensive EnvironmentalResponse, Compensation and LiabilityAct (CERCLA), also known as theSuperfund law.In August 2004, MDNR issued aProposed Plan presenting the remedialalternatives preferred for addressing thesite’s ground water contamination. Thepublic comment period began August 3and concluded on September 3, 2004.MDNR held a public meeting onAugust 19, 2004. After the publiccomment period closed, MDNR andEPA selected a remedy and publishedthe ROD.
ABOUT THE CONTAMINATION
The contamination at this site consistsof the volatile organic compound (VOC)trichloroethylene (TCE). In April 1991,during off-site sampling at anotherJoplin-area site, the MissouriDepartment of Health (MDOH)collected samples from residentialwells in Silver Creek, Missouri. Thesampling results indicated thepresence of TCE in several privateresidential wells.The FAG Bearings facility in Joplinwas identified as the suspectedsource of the contamination. From1972 to 1982, FAG Bearings usedTCE as a degreaser to manufactureball bearings.In 1991, EPA supplied bottled water toaffected homes in Silver Creek until apermanent solution could beimplemented. In December 1991,EPA collected additional samples fromresidential wells in Saginaw. Theresults showed contaminationextended into Saginaw. EPA alsoprovided bottled water to theseresidents. By 1994, a local publicwater supply system had beenextended to cover the affectedresidents of Silver Creek andSaginaw.In December 1998, MDNR and FAGBearings signed an AdministrativeOrder on Consent (AOC) requiring thecompany to conduct an investigationof the contamination. In July 2000,the site was placed on the NationalPriorities List (NPL). In October 2000,MDNR and FAG Bearings negotiated
