INVESTMENTS MADE
Industry is capital intensive and high risk
So far, risk capital invested in seismic surveys, exploratory and appraisal drilling
to a total of US$1.7 billion
Sharp increase in investment after first discovery
This is significant investment and will rise to many fold with further investments
expected in field development, production of the crude oil, processing and
transportation facilities
The costs incurred in the sector in the country so far are classified as Finding
Costs
Means the costs of finding commercial reserves of oil in USD per barrel
On the global scale, the finding costs range between $5 - $25 per barrel

NATIONAL CONTENT Vs. LOCAL CONTENT

Local (community) content refers to contracts and
employment provided to the communities which are hosts
or immediate neighbours to the petroleum activities.

To meet a National content requirement; contracts or
employment shall be provided to an individual or company
from any part of the country.

Where capacity exists, consideration is given to local
content e.g. agricultural products, casual labour etc

Policy Goal:
To use the countrys oil and gas resources to contribute to early
achievement of poverty eradication and create lasting value to
society.

Policy has ten objectives, each with strategies and actions.

STATUS OF POLICY IMPLEMENTATION (1)
Optimum National Participation Objective 7
Experience in the Industry has established that benefits form the sector are
achieved through active participation of Local firms and individuals
Concluded a study on the opportunities and challenges for Ugandans
participation in the oil and gas sector in September 2011 and recommendations
are under implementation.

Copy of the study is on www.petroleum.go.ug

Oil companies are being compelled to employ Ugandans and give business
opportunities to Ugandan companies.

Various Ugandan companies are providing services to the industry; Environment
Consultancy, Civil Works and Construction, Transportation and Heavy lifting

Several aspects of local content have been included in the new petroleum
legislation.

Skills requirement study for the oil and gas in the country to be undertaken.
Commencement of Uganda Petroleum Institute Kigumba artisans and technicians.

Private institutions are introducing petroleum related courses.
Increased training of Ugandans in oil and gas professions abroad for both public and
private players
Development and Maintenance of National Skills and Expertise - Objective 8
First intake of 28 students completed during 2012 and
undertook industrial training in Trinidad and Tobago.
Second intake of 60 students commenced studies in 2011.

Undergraduate and post graduate studies in
Petroleum Geoscience at Makerere University.
The third intake of 80 students commenced studies in
2012/13
Second intake of 46 and first intake of 50 students
commenced studies in 2011/12 and 2010/11 respectively

STRATEGIES TO ENSURE NATIONAL PARTICIPATION
1. Regulation of inflow of expatriates; expatriate workers must acquire
work permits.
2. Requirement to develop Nationalisation Plans for expatriate positions
3. Approval of organisation structures for oil companies
4. Streamlining the procurement procedures for oil companies
5. Production Sharing Agreements (PSAs) provide for State Participation
in the range of 15% to 20%
6. Several aspects of national participation have been included in the
new petroleum legislation.

REGULATORY REQUIREMENTS FOR STATE PARTICIPATION AND
NATIONAL PARTICIPATION
The new law provides for the following;
The Government may participate in petroleum activities through a specified
participating interest in a PSA
Licensee, its contractors and subcontractors shall give preference to
Ugandan citizens and companies when procuring goods and services
Obligation to notify Ugandan citizens and companies about upcoming
contracts and the HSE standards required by the licensee
Licensee is obliged to train Ugandans in all phases of the petroleum
activities
Government to prescribe requirements for technology transfer and skills
training and to share the responsibility with the licensee
A report of local goods and services utilized during the year, and a detailed
program for training and employing Ugandans to be submitted to
government

EMPLOYMENT BY OIL COMPANIES
Licensed companies in the country
are employing an increasing number
of Ugandans
Tullow employees a total of 203
people out of which 80% are
Ugandans
CNOOC plans to employee 115
people out of which 70% are
Ugandans
Total plans to employ a total of 178
people out of which 60% are
expected to be Ugandans
These numbers are expected to
increase as more Ugandans acquire
skills in the oil and gas sector.

Some of the worlds largest oil service companies now resident and
have opened bases and yards in the country;
Schlumberger; US$79.57 billion
Halliburton; US$24.64 billion
Baker Hughes; US$16.74 billion
Weatherford; US$8.91 billion
These service companies are also providing training and employment
opportunities to Ugandans
