Only constitutionalamendments and procedural issues affecting theHouse and Senate are adopted by a resolution,rather than a bill. Bills can be written to bepermanent or temporary, general or special. Abill originating in the House of Representativesis designated by the letters “H.R.,” signifyingHouse of Representatives,” followed by anumber that it retains throughout all itsparliamentary stages. The number on the bill isdetermined by the order in which it wassubmitted during a particular session. Bills arepresented to the President for action whenapproved in identical form by both the Houseof Representatives and the Senate.
