of the City of Raleigh Planning Commission

SUBJECT: CP-1(B)-09 The 2030 Comprehensive Plan


REQUEST: The proposed changes to the Comprehensive Plan update
existing System Plans as Plan Elements; add new Elements
addressing Land Use, Environmental Protection, Urban
Design, Arts and Culture, and Regional and Inter-jurisdictional
Coordination; replace the Urban Form Map and related
guidelines with a Future Land Use Map; and reduce the
number of Area Plans from 67 to 21.

RECOMMENDATION: That the revisions to the Future Land Use Map, as identified on
Attachment B, be incorporated into the proposed 2030
Comprehensive Plan.

FINDINGS AND
REASONS: That the recommended amendments to the Future Land Use Map
advance the goals and policies of the draft Comprehensive Plan;
are compatible with surrounding land uses and the topography,
hydrology, and other physical characteristics of the subject
properties and their environs; are consistent with the existing and
planned availability of public infrastructure to support the proposed
uses; and provide for the orderly growth and development of the
City.

Whole reviewed citizen input on the proposed Future Land Use Map and
recommended a series of revisions related to proposed future land uses.

To CC: To be referred upon completion of the Planning Commission’s review of the


entirety of the 2030 Comprehensive Plan.

CP-1(B)-09: ATTACHMENT B

(1) Boylan Street to St. Mary’s Street; Peace Street to Hillsborough Street
The request is to change the entire area from Central Business District to Office
& Residential Mixed Use to provide an adequate transition to the neighborhood
don the east side of St. Mary’s Street

Action: Amend the Future Land Use Map to designate only the properties
currently located within the “North Boylan NCOD” as Neighborhood Retail Mixed-
Use.

(2) South of Hillsborough Street; Concord Street to Dan Allen Drive


The parcels in question are currently designated Neighborhood Retail Mixed Use
along the Hillsborough Street frontage, Office & Residential Mixed Use on the
eastern frontage of Concord Street north of Stanhope Avenue and High Density
Residential adjacent to Dan Allen Drive on the draft Future Land Use Map. The
request is to consider mapping Community Retail Mixed-Use on all of these
properties, below the ridge line that forms the true border of the watershed area.

Action: Amend the Future Land Use Map to designate the identified parcels for
Community Retail Mixed Use.

(3) Poole Road and Old Poole Road


The request concerns a parcel located on the south side of Poole Road east of
Old Poole Road. The parcel is designated for moderate-density residential, and
is adjacent to an area designated for Neighborhood Retail Mixed-Use. The
request is to include this parcel in the Neighborhood Retail Mixed Use
designation.

Action: Amend the Future Land Use Map to designate the parcel Neighborhood
Retail Mixed-Use.

(4) North of Millbrook Road, west of Six Forks Road


The request is to designate this area Neighborhood Retail Mixed-Use, consistent
with the parcel directly to the south located at the northwest corner of Millbrook
and Six Forks.

Action: Amend the Future Land Use Map to designate the parcel Neighborhood
Retail Mixed Use. Additionally, staff will re-evaluate the designations shown for
the entire intersection of Millbrook and Six Forks.
