Specification

The Responsible CONTEC Subcommittee provides guidance on the interpretation of this Standard when questions arise regarding its contents. The Department of PETROBRAS that uses this Standard is fuly responsible for adopting and applying the clauses thereof.

Mandatory Requirement : a provision established as being the most adequate and which shall be used strictly in accordance with this Standard. If a decision is taken not to follow the requirement ("non-conformity" to this Standard) it shall be based on well-founded economic and management reasons, and be approved and registered by the Department of PETROBRAS that uses this Standard. It is characterized by the verb forms "shall", "it is necessary...", "is required to...", "it is required that...", "is to...", "has to...", "only ... is permitted", and other equivalent expressions having an imperative nature. Recommended Practice (nonmandatory) a provision that may be adopted under the conditions of this Standard, but which admits (and draws attention to) the possibility of there being a more adequate alternative (not written in this Standard) to the particular application. The alternative adopted shall be approved and registered by the Department of PETROBRAS that uses this Standard. It is characterized by the verbal form "should" and equivalent expressions such as "it is recommended that..." and "ought to..." (verbs of a nonmandatory nature). It is indicated by the expression: [Recommended Practice]. Copies of the registered "non-conformities" to this Standard that may contribute to the improvement thereof shall be submitted to the Responsible CONTEC Subcommittee. Proposed revisions to this Standard shall be submitted to the Responsible CONTEC Subcommittee, indicating the alphanumeric identification and revision of the Standard, the clause(s) to be revised, the proposed text, and technical/economic justification for revision. The proposals are evaluated during the work for alteration of this Standard. The present standard is exclusive ownership of PETRLEO BRASILEIRO S.A. - PETROBRAS, for internal use in the company, and any copy for external use or disclosure, without previous express authorization, implies unlawful act pursuant the relevant legislation through which the applicable responsibilities shall be imputed. The external circulation shall be regulated by a specific clause of Secrecy and Confidentiality, pursuant the terms of the intellectual and industrial property law

PETROBRAS technical standards are prepared by Working Groups GTs (consisting of PETROBRAS specialists and PETROBRAS Subsidiaries specialists), are commented by Local Representatives (representatives of the Industrial Units, Engineering Projects, Technical Divisions and PETROBRAS Subsidiaries), are approved by Responsible Subcommittees SCs (consisting of specialists belonging to the same speciality, representing the various PETROBRAS Departments and PETROBRAS Subsidiaries), and approved by CONTEC General Assembly (consisting of representatives of the Superintendencies of the PETROBRAS Departments and PETROBRAS Subsidiaries that use PETROBRAS technical standards). A PETROBRAS technical standard is subjected to revision at any time by the Responsible Subcommittee and must be reviewed every five years to be revalidated, revised or cancelled. This Standard establishes the minimum conditions required for Special Purpose Steam Turbines, and their auxiliary equipment or systems, to be supplied in accordance with API Standard 612, 4th edition, JUNE 1995. 1 PURPOSE 1.1 The requirements of this Standard are additions to, or modifications of the API Standard 612, 4th edition, which is an integral part of this Standard. 1.2 Special purpose steam turbines and auxiliary equipment shall be in accordance with API Standard 612, 4th edition, plus the following changes, as noted in perenthesis for each clause, according to the definitions stated below. 1.3 Except for new clauses, item numbers used in this Standard are the same API Standard 612, 4th edition paragraph ones. 1.4 All deviations from the requirements in this Standard and/or API Standard 612, 4th edition, must be clearly identified in the proposal and submitted to PETROBRAS for approval. Any requirement exception or deviation from any of the listed documents not clearly mentioned in tender will be considered by PETROBRAS as full compliance with the material requisition. 1.5 All deviations from the contracted design or scope of supply made by vendor during time of drawings and documents review shall be clearly mentioned in the particular document to be approved. 1.6 Vendors compliance with the requirements of these specifications does not exempt him from the responsability of suppling equipment and accessories suitable for the specified service conditions.

The following documents are referenced in the text and contain valid rules for this Standard. 2.1 Base Standard API Standard 612 - 4 th edition Special Purpose Steam Turbines for Petroleum, Chemical, and Gas Industry Services. 2.2 Referenced Publications See API 612 Section 1, item 1.5 of this Standard. 3 DEFINITIONS See API 612 Section 1, item 1.4 of this Standard. API SECTION 1 - GENERAL 1.2 Alternative Designs (Substitution) Alternative designs shall be submitted for approval according to 5.2. Except for piping, piping accessories, flanges and for those components specifically referenced in the inquiry documents, equivalent metric designs are acceptable for any other components without previous approval of PETROBRAS. Concerning centrifugal auxiliary pumps and their mechanical seals, PETROBRAS Standards N-553 and N-2543 shall also apply. 1.3 Conflicting Requirements (Substitution) In case of conflict between the inquiry documents, the following priority shall govern: a) data sheets; b) supplementary job specifications (if any); c) this PETROBRAS Standard and all other PETROBRAS standards specifically referenced in the inquiry; d) API Standard 612. Concerning any conflict after placement of order, the following priority shall govern: a) formal correspondence regarding any changes in the scope of supply or technical specifications, mutually agreed upon by PETROBRAS and vendor; b) approved documentation; c) revised data sheets and other material requisition documents (applicable to purchase);

API SECTION 2 - BASIC DESIGN 2.1 General 2.1.1 (Substitution) This Standard is designed to default to the equipment types most commonly supplied to PETROBRAS, and that have a high probability of meeting the objective of at least 5 years of uninterrupted service while complying with specified operating conditions and with emission and safety regulations. The equipment (including auxiliaries) covered by this Standard shall be designed and constructed for a minimum service life of 20 years. 2.1.2 (Comment) Usually, steam turbine supplier/manufacturer is not considered by PETROBRAS as the main equipment vendor (mostly assigned to the supplier of driven equipment) and thus the scope of responsibility defined in 1.4.37 of this Standard will only apply to those orders where steam turbine manufacturer is referred to as the vendor. When referred to as supplier of manufacturer, its scope of responsibility will be considered as agreed and stated on the contract with main equipment vendor. 2.1.4 (Addition) Unless otherwise specified, turbines shall be designed to enable a further upgrade in order to deliver 110 percent of originally rated power (within originally specified range of speeds) under originally specified steam conditions. 2.1.4 (Comment) PETROBRAS may eventually require that such 10 percent increase in rated power be quoted as an option of the original proposal.

2.1.6 (Addition)

Whenever feasible, turbines shall be suitable for field performance test and for internal cleaning while in operation. For PETROBRAS guidance, turbine supplier/vendor shall include in the proposal a preliminary study concerning test and cleaning likelihood, whether or not the setup of a special arrangement is required and shall list any additional measures that PETROBRAS should implement in order to enable the test and/or cleaning to be performed. Performance parameters and limitations, including any required precautions, shall be mutually agreed upon by PETROBRAS and turbine supplier/vendor. 2.1.7 (Addition) Even when none of such actions is specified, main equipment vendor shall include in installation and maintenance manuals, diagrams and procedures for hot and cold alignment of shafts, couplings and flanges. Allowances and tolerances shall be included as well. 2.1.8 (Addition) Turbine supplier/equipment vendor is required to note on the data sheets the minimum space required for equipment disassembly and the heaviest maintenace weight. See proper fields in Construction Features. 2.1.9 (Addition) Turbine components that are very similar among each other (such as wheels, shafts, seals and seal glands, sleeves, nozzle rings, stationary blades and casings) shall be indelibly identified with the order of assembly and to which sub-set they belong (e.g.: stage/wheel number, coupling end, etc). Lifting lugs or eyebolts shall be provided for any equipment or component that weighs more than 30 kg (66 lb). 2.1.11 (Addition) Tubes shall have an outside diameter of 19 millimeters (3/4 inch). Number of tubes shall be established according to velocity criterion. 2.1.11 (Comment) Regarding Table 1, the use of such design criteria for water-cooled heat exchangers is preferred, but it is recognized that under certain rating conditions full compliance designs may not be feasible. Whether such criteria is used or not, cooler design and performance are of turbine suppliers/equipment vendors concern and responsibility.

2.1.12 (Substitution)

The whole train furnished by the vendor (driven, driver, gear and auxiliary equipment) shall conform to the requirements of API Standard 615, ISO standard 3740, 3744 & 3746, and, unless otherwise specified, to the maximum allowable sound pressure level of 85 dB(A), slow-response, measured at 1m (3.28 ft) from the equipment surfaces. Unless otherwise specifically stated on the data sheets, noise level tests need not be performed. On the other hand, bidder/vendor shall guarantee that equipment actual sound pressure level will remain within allowable limits, informing in his proposal the expected or guaranteed maximum sound pressure level of quoted equipment and including copies of noise level test certificates performed on similar equipment. 2.1.13 (Substitution) Motors, electrical components and electrical installations shall be suitable for the area classification (zone, group, temperature class) specified by PETROBRAS on the data sheets and shall meet the requirements of IEC standards 79 as well as local codes specified and furnished by PETROBRAS. 2.1.16 (New) Only well-proven machinery, sturdy designs shall be proposed. Prototypes or undersized equipment (e.g., equipment or components that, in order to comply with specified transient service conditions, might come to operate close to design limitations) are not acceptable. Refurbished equipment or parts are not acceptable. 2.2 Pressure Casings 2.2.12.5 (Substitution) Socket-head, slotted-nut, or spanner-type bolting shall not be used. 2.3 Casings Appurtenances 2.3.1 (Substitution) All nozzle rings shall be replaceable. 2.3.2 (Substitution) All other stationary blading shall be mounted in replaceable diaphragms or blade carriers. The method for mounting nozzles or blading in their diaphragms shall be mutually agreed upon by PETROBRAS and turbine supplier.

2.4 Casing Connections 2.4.3 (Comment) Threaded openings shall be avoided. 2.4.6.4 (Comment)

Whenever nonstandard flanges are approved by PETROBRAS, their respective companions shall be furnished as well. 2.6 Rotating Elements 2.6.1.4 (Comment) See also 2.1.9 and 4.4.3.9 of this Standard. 2.8 Dynamics 2.8.2 Lateral Analysis 2.8.2.3 (Substitution) Unless otherwise specified, vendor shall perform a lateral analysis for each machine which shall take into consideration the damped unbalanced response analysis of all components of the train. 2.8.2.4.e (Substitution) A stiffness map of the undamped rotor response from which the damped unbalanced response analysis specified in 2.8.2.4.c was derived shall be provided. This plot shall show frequency versus support-system stiffness, with the calculated support-system stiffness curves superimposed. 2.8.4 Torsional Analysis 2.8.4.2 (Substitution) The vendor having train responsibility shall perform a torsional vibration analysis of the complete coupled train and shall be responsible for directing the modifications necessary to meet the requirements of 2.8.4.3 through 2.8.4.5. 9

2.9 Bearings and Bearing Housings 2.9.3 Bearing Housings 2.9.3.2 (Addition)

Seals vapor tightness feature shall be effective whether turbine is running (dynamically) or not (statically). 2.9.3.5 (Substitution) Thrust and radial bearings shall be fitted with two radial vibration probes in each bearing housing, two axial-position probes at the thrust end of each machine, and a one-event-perrevolution (key-phasor) probe in each machine, installed in accordance with API Standard 670. When replaceable thrust collars are used, two axial-position probes shall be installed facing the shaft stub. If specified, a third probe (wired, but not connected to the monitor) shall be installed facing the collar in order to allow for periodical checks of collar fixation and relative position to the shaft. When integral thrust collars are used, either arrangement is acceptable: two sensors facing the shaft stub or one sensor facing collar and the other facing the shaft stub. Thrust and radial bearings shall be fitted with bearing-metal temperature sensors installed in accordance with API Standard 670. Type and model of acceptable sensors will be stated on the data sheets or supplementary job specifications of that particular plant where equipment is to be installed. Minimum configuration and requirements shall be as follows: a) two pairs of embedded sensors shall be placed in the thrust pads (one pair per side-active and inactive); b) one pair of embedded sensors shall be placed in each radial bearing; c) the spare sensor of each pair shall be wired but not connected to the monitoring system; d) sensors shall be located in maximum temperature areas of respective bearings or pads; e) two levels of alarm shall be provided; f) local thermometers shall be provided on each bearing housing oil outlet. API SECTION 3 - ACCESSORIES 3.1 Couplings and Guards 3.1.2 (Substitution) Unless otherwise specified, couplings shall be of non-lubricated, flexible stainless steel disk type. Couplings, couplings to shaft junctures, and guards shall conform to API Standard 671 when the product of driven equipment rated kilowatts (horsepower) and rated speed in revolutions per minute is 3.6 million (4.83 million) or grater. 10

3.2 Mounting Plates 3.2.1 General 3.2.1.2.8 (Addition)

Mounting plates intended for grouting shall be provided with holes to ensure proper application of the grout. 3.4 Controls and Instrumentation 3.4.2 Overspeed Shutdown System 3.4.2.2.2 (Substitution) Unless otherwise specified, an overspeed shutdown system based on dual-voting-per-circuit logic (four sensors) shall be furnished. The use of two-out-of-three logic is permitted only when another redundancy is provided (e.g., when used in conjunction with a conventional mechanical trip device as a secondary protection). PETROBRAS will specify which one of such protections shall be assigned as first level. 3.4.2.5.5 (Substitution) The turbine shall be provided with an independent mechanical overspeed trip. See 3.4.2.2.2 of this Standard regarding trip speed device setting in conjunction with electronic shutdown system settings. 3.4.4 Instrument and Control Panel 3.4.4.1 (Comment) Programmable Logical Controllers (PLCs) are preferred and shall be used whenever such option is available. Vendors standard control panels may be quoted as a second option, provided they are microprocessor-based and interface for communication with plant remote Distributed Control System (DCS) is included. PETROBRAS standard for PLCs shall also be used for standard panels (where applicable). 3.4.4.1 (Addition) Local panel shall comprise as well all specified logic (control, single-command startup and shutdown sequences, tests, etc) and interlocks as required for proper equipment operation. Unless specified as a mandatory requirement (usually for unspared equipment), CPU redundancy shall be quoted as an option, for both custom or standard panels. All specified instrumentation points shall be within one single local panel and fully interfaced with plant remote DCS. 11

3.4.4.5 (New)

If local panel is unfitted with a reprogramming interface, all necessary devices and systems shall be furnished in order to allow for such reprogramming be accomplished (hardware, software, connections, instructions and procedures, etc). 3.4.6 Alarms and Shutdowns 3.4.6.1.3 (Comment) Testing of shutdown devices while in operation will only be considered when recommended by turbine supplier/vendor and equipment protection is not suspended during simulation. Self analyzing systems that will detect faulty transmitters or microprocessor fault and automatically trip the equipment (instead of transferring control and protection to redundant systems) should not be used. Whenever redundancy is not an available option, the use of such standard systems for critical process equipment need PETROBRAS specific approval. API SECTION 4 - INSPECTION, TESTING, AND PREPARATION FOR SHIPMENT 4.1 General 4.1.1 (Comment) It is recognized that some components are batch quantity produced for stock and, therefore, witnessed or observed inspection/testing may not be entirely accomplished as specified. Nevertheless, turbine supplier/vendor shall make available to PETROBRAS all inspection and testing data for further review and shall include copies of such certificates and reports in equipment data-books, as per vendors data requirements section of the inquiry documents. 4.1.5 (Addition) Calibration schedules of the equipment to be used for inspection and testing shall be duly recorded for PETROBRAS review. As a minimum, the accuracy and/or resolution of the equipment to be used for inspection and testing shall be 5x, i.e., five times finer than the tolerance of what is to be measured. Likewise, standards and calibrating devices are to be 5x more accurate than the equipment to be calibrated. 4.2 Inspection 4.2.3 Mechanical Inspection 4.2.3.4 (Substitution) Except for austenitic stainless steels, the hardness of parts, welds, and heat-affected zones, shall be verified as being within the allowable values by testing of the parts, welds, or heataffected zones. Other testing may be specified on the data sheets. The method, extent, documentation, and witnessing of the testing shall be mutually agreed upon by PETROBRAS and the turbine supplier/vendor. 12

4.2.3.5 (New)

Hydrodynamic bearings shall be inspected during manufacturing and testing. The actual contact area among each journal and its corresponding bearing, checked by blueing, shall be at least 70 % of the design contact area. 4.3 Testing 4.3.1 General 4.3.1.1 (Comment) It is recognized that some components cannot be practically used in equipment testing. However, generic exceptions shall not be taken to this requirement, without considering the type, duty and size of quoted equipment. Therefore, exclusions of peripheral equipment from any test shall be held to a minimum. 4.3.1.2 (Substitution) At least 8 weeks before the first scheduled test, the vendor shall submit to PETROBRAS, for review and comment, detailed procedures for all applicable running tests, either specified in API Standards or by PETROBRAS, including a description of the test loop setup, test program, instrumentation required and acceptance criteria for all monitored parameters. Any relevant anomalous condition such as reduced speed; different suction and discharge pressures; gear, coupling, control devices or oil system other than purchased, shall be clearly mentioned and demonstrated. 4.3.2 Hydrostatic Test 4.3.2.2 (Addition) Parts being tested shall be externally coated with a layer of white lead carbonate or any other suitable powder to help leakage detection. 4.3.2.8 (New) Vises or any other devices for clamp pressing of nozzle flanges shall not be used during hydrostatic tests. 4.3.2.9 (New) PTFE tape or any threaded compounds shall not be used in order to help prevent leakage of threaded plugs and connections during hydrostatic tests. 4.3.3 Mechanical Running Test

4.3.3.1.1 (Addition)

Unless otherwise formally requested by turbine supplier/vendor and/or seal manufacturer and approved by PETROBRAS, seal leakage rates will be measured during testing and expected or guaranteed values shall be accomplished. 4.3.3.1.2 (Substitution) All test-monitored parameters such as bearing temperatures, lubricating-oil pressures, viscosities, and temperatures, shall be within the range of operating values recommended in the manufacturers operating instructions for the specific unit being tested. Oil flow rates for each bearing housing shall be determined. Before taking test data, at least a one-hour warm-up period shall be awaited in order to such parameters stabilize or, else, be considered steady enough to proceed. 4.3.3.4.1 (Substitution) All bearings shall be removed and inspected by turbine supplier/vendor or, when specified, by PETROBRAS and reassembled after the mechanical running test is completed. Whether they are inspected by PETROBRAS or not, an inspection report shall be included in the documentation. Unless otherwise specified, shaft end seals shall be removed for inspection following a successful running test. 4.3.3.4.3 (Substitution) When spare rotors are ordered, each one shall be given a mechanical running test in accordance with the requirements of this Standard. 4.3.4 Optional Tests and Inspections 4.3.4.6 (Addition) When spare rotor(s) and stator(s) components (e.g., diaphragms, bearings, seals) are ordered, they shall be assembled in the casing(s) and be given clearance/dimensional inspections and reports (fit-in tests) as well. 4.4 Preparation for Shipment 4.4.2 (Addition) Turbine supplier/vendor shall specify the products to be used in preparation of the equipment components, the methods of removal and reapplication, and inform the date of application. Such data shall be summarized in two tags to be securely affixed to each main equipment and on the outside of each crate.

4.4.3.1 (Substitution)

Exterior surfaces, except for machined surfaces, shall be given one coat of an appropriate primer (concerning the specified operating temperature(s) and an outdoor installation). After testing and inspection, at least one coat of the turbine supplier/vendors standard paint shall be given. API SECTION 5 - VENDORS DATA 5.2 Proposals 5.2.1 General (Comment) It is recognized that equipment final price is a composition of many alternatives regarding different design criteria, deviations to specifications and optional components or accessories, but this Standard is designed to default to custom equipment most commonly supplied to PETROBRAS. Therefore, quotation shall comply with required scope of supply, as stated on inquiry documents, including all applicable and available options with respective prices. Exclusions from the scope of supply shall be avoided. Proposals shall follow API Standard 612 capital requirements and may eventually comprise manufacturer recommendations regarding some deviations or alternative design solutions, but shall not include any previous decision concerning their acceptance or choise. 5.2.3 Technical Data 5.2.3.l (Substitution) When specified, a special list of similar machines installed and operating under conditions at least as severe as the specified on data sheets, including the following information: a) normal steam operating point data; b) rated steam operating point data; c) minimum and maximum continuous speeds; 15

d) driven type and power rating; e) number of stages/wheels; f) construction materials; g) turbine type (extraction, condensing, backpressure); h) speed control and overspeed shutdown systems data; i) start-up date; j) users name, telephone or telefax number, and location. The vendors standard reference list shall always be included.

5.2.3.p (New) Turbine supplier/vendor and/or seal manufacturer shall note on the proposal data sheets the expected or guaranteed maximum leakage rates of the quoted seal, both at shop testing and at job site under rated operating conditions.
