1 2010 BC Summer Games – Michael Jackstein

M. Jackstien, President, Langley 2010 BC Summer Games was present to update


the committee regarding the 2010 BC Summer Games that will be held from
July 22 – 25, 2010.

In 2008 a Nominating Committee was appointed to recruit and select members of


the community to plan and organize the Games. The Committee was tasked to
ensure that a qualified team of people were chosen to serve on the Board of
Directors.

On May 20, 2009, Council endorsed the recommendations of the Nominating


Committee, and the Board of Directors for the Township of Langley 2010 Summer
Games.

The 17 individuals appointed to the Board of Directors are as follows:

D. PRESENTATIONS

Currently the Langley 2010 BC Summer Games Directors are working on


establishing a not-for-profit society.

The BC Summer Games Society will be meeting with the Langley 2010 BC Summer
Games Board of Directors and other stakeholders at the end of the month and one
of the topics that will be discussed is the appointment of Chairs for the various
directorships.

If any of the members are interested in volunteering for the games or know of
someone who will like to get involved, contact J. Paterson.

J. Veresuk volunteered to assist.

E. REPORTS (VERBAL)

1. Chairman’s Report

J. Paterson reported that the following events took place in the Township of Langley:

• The Recreation, Culture, and Parks Advisory Committee toured the Langley
Events Centre on April 15, 2009
• The 2009 BC Gymnastics Championships were held at the Langley Events
Centre from April 17-19, 2009
• The Langley Walk was held on May 3, 2009 at Douglas Park
• Municipal Awareness Day was held on April 23, 2009 and approximately 1,700
children from Grades 1 – 4 participated
• Arbour Day was held on April 26, 2009

2. Director, Recreation, Culture, and Parks Report

D. Leavers reported the following:

Langley Events Centre:


D. Leavers thanked the members who attended the Langley Events Centre tour.

The official opening of the Langley Events Centre, Willoughby Community Centre
and the Willoughby Community Park will be held on June 13, 2009. All advisory
committee members will receive a special invitation to the opening ceremony.

Manager, Recreation Facilities and Services:


It is expected that the Division will be able to announce the hiring of this vacant key
management position at the June meeting.

Other Items:
A copy of the Fraser Valley Regional Library Highlights for 2008 were circulated at
the meeting.

E. REPORTS (VERBAL)

Canada’s Economic Action Plan Initiatives News Release was also circulated at the
meeting. The members were informed that the federal government will fund up to
33% of eligible costs and the maximum grant to any one project under this program
will be $1 million. The deadline for receipt of project proposals is May 29, 2009.

A. Neufeld reported that an Open House for the Northwest Langley Trails projects
was held on May 7, 2009 for public input on the concept plan for connecting the
Trans Canada Trail to the Golden Ears Bridge and potential connections to Fort
Langley and Walnut Grove.

T. Buckner had a meeting with youth organizations regarding the use of artificial turf
fields at the McLeod Athletic Park and two fields at the Willoughby Community Park
to enable maximum usage of the fields. One of the issues raised was the allocation
of a 1 hour slot instead of a 2 hour slot currently allocated.

1. Task Forces/Community Liaison Roles

With the establishment of bylaw 4700 all the sub committees have been abolished.
The new bylaw states that Tasks Forces that exist for a maximum period of 90 days
can be established without the consent of Council.

J. Paterson reported that S. Guest, D. Leavers and himself met and identified two
areas that can exist as Task Forces under Bylaw 4700.

1. Township Awards Task Force for the purposes of selecting winners for
Township volunteer recognition awards (January – March).

2. Langley Walk Task Force for the purposes of representing Advisory


Committee on the organizing committee for the annual event. (March – May).

the Special Meeting of Township Council at 4:00 p.m.

3. BCRPA Symposium

D. Leavers reported that S. Guest and Grant Ward will be attending the BCRPA
Symposium at Whistler from May 27 to 29, 2009.

G. 2009 WORK PROGRAM

4. Joint Committee Meetings


- City of Langley – Proposed date Wednesday, June 24
- Ridge Meadows – Proposed date Thursday, October 22

D. Leavers reported that the Township will be hosting the joint committee meeting
with the City of Langley and it will be held at the Langley Events Centre. As soon as
the dates are confirmed, members will be informed.

5. Parks Tour

The Committee suggested visiting Aldergrove on June 19, 2009 from 6:30 p.m. to
dusk onwards. The itinerary will be circulated at the June meeting.

6. Recreation Facilities in Aldergrove

D. Leavers reported that D. Sheel appeared as a Delegation to Council regarding


the recreation facilities in Aldergrove.

That Council receive the information that the Recreation, Culture, and Parks
Advisory Committee reconfirms its endorsement that Council move forward with a
plan for the Aldergrove Pool and prioritize it at a high level to include it in the 2010
capital budget.

H. Hogeterp has been appointed to the Aldergrove Planning Committee and will
report back to the Recreation, Culture, and Parks Advisory Committee.

K. ROUND TABLE

1. S. Guest reported that the Arts Council has developed a vision statement and will be
taking it back to its members for comments.

2. A. Moeller was glad to see Committee Liaisons move forward.

3. D. Sheel noted that it is good to have players from Langley make the baseball team.

4. J. Veresuk reported that there should be communication regarding the liaison role so
that organizations whom we liaise with are aware of the role of Community Liaison.

5. J. Paterson reported that there needs to be a definition of duties and responsibilities


of the Community Liaison representatives.

6. H. Hogeterp would like to see the Langley Walk held on the Golden Ears Bridge in
2010.

Recreation Facilities in Aldergrove R&I


Committee to review options and opportunities related to the enhancement of recreation
facilities in Aldergrove. May involve an updating of the Aldergrove Aquatic Study,
completed in 2007.
2010 BC Summer Games P U
Langley will host the BC Summer Games in July, 2010. The RCP AC to determine how it
will support of the organization that has been selected to lead this initiative.

Parks Tour R&I June
A Parks Tour may be organized to provide Committee members with an overview of the
parks, trails and open spaces system in the Township. This year’s tour will focus on 19
Aldergrove, including Aldergrove Athletic Park, Jackman Park, South Langley Regional
Trail, Jackman Pit and potential Highpoint.

BCRPA Symposium
The British Columbia Recreation & Parks Association hosts an annual Symposium in
June. AC will will be asked to select an individual to attend. AC will receive a report U P
after the Symposium is completed by staff/AC member. This year the Conference is in
Whistler.
Parks and Recreation Master Plan 2002
Amidst significant community change and growth, the division continues to be guided
by the Master Plan completed in 2002. Committee / staff completed a review in 2008 of
the progress made to date, and assessed the goals, vision, principles contained in the P
Plan. Staff will present review findings to AC prior to taking forward to Council.

Fees & Charges Bylaw R&I


Council has directed staff to develop a revised schedule of Fees and Charges and bring
them forward to Council as a bylaw to take effect September 1, 2009. Committee will
provide input into this schedule of fees prior to Council’s receipt of the bylaw.

Parks and Trails Guide Partnership with Tourism Langley P


Presentation of new Parks and Trails guide developed in cooperation with Tourism
Langley, City of Langley, Metro Vancouver Parks.
Trans Canada Trail Planning √ R
Presentation of the Experience the Fraser – Lower Fraser River Corridor in April.
Community Open House scheduled for May 7, 2009. Follow up with development
options report.
Park / Facility Openings LEC
There will be a number of significant park / facility openings in 2009 that will request the
attendance of RCPAC members. Most notably, the opening of the LEC / Willoughby

Aldergrove Athletic Park Trail Widening & Playground
Endorsement of a plan for the trail widening, playground development as well as
potential brush clearing, tree removal, bike skills park, community garden plots and R&I

Advertising in Municipal Parks and Facilities Policy
Staff will be bringing forward a new policy for Council consideration and will seek AC
endorsement of the policy prior to taking this forward to Council. R&I

Community Storage Policy for Facilities and Parks R&I


Committee to receive a staff presentation and endorsement will be sought for a new
Community Storage Policy for Facilities and Parks.

Fort to Fort Trail – Bedford House


With the close of the Albion Ferry comes an opportunity to consider options for a
crossing of Glover Road on the Ft. to Ft. Trail to better connect the trail through Marina R&I
Park to the National Historic Site.
Motorized Boat Launch Planning
With the close of the Albion Ferry comes an opportunity to consider options for the
creation of a new motorized boat launch which would allow for the closure of the R&I
existing Marina Park launch to motorized vessels.
Cemetery Bylaw Review and Amendment R&I
It has been many years since the Cemetery Bylaw was reviewed. AC to review current
bylaw and make recommendations regarding its amendment.

Derek Doubleday Sustainable Horticulture Centre Planning R&I


Endorsement of a development concept plan.

S. Langley Regional Trail Design R&I


Endorsement of a trail plan for South Langley to link Aldergrove Lake and Campbell
Valley Metro Vancouver Parks.

Arts & Cultural Plan P


Committee to receive a staff report outlining a process for the development of an Arts &
Cultural Plan as part of the 2010 Work Plan.
