As part of the project Civil Advocacy Initiative, CiDA held a


presentation of the webpage www.cems.ge in Kutaisi and
Poti. The presentation was attended by NGO, local
government and media representatives.
www.cems.ge represents an electronic system of civil
monitoring. The webpage enables the local population to
receive information about the activities of local selfgovernmental bodies and provides them with information
about the problems that currently exist in the cities.
This web page was created in 2012 as part of the project
'Your City Self-Government and You'. Previously, the web
page covered information on Rustavi. However, currently it
covers three other cities Gori, Kutaisi and Poti. Interested
citizens can help fix various infrastructural and other
problems in their cities and project staff will address local
municipalities with these problems and communicate the
needs of the population. They will also lobby the local
authorities.
The Citizens Advocacy Initiative (CAI) project is supported by
USAID's Democracy and Governance Program.

On July 5, CiDA organized a training workshop for local media


representatives on issues related to juvenile probationers
within the project "Support for Juvenile Justice Reform in
National Minority Communities of Kvemo Kartli and
Samtskhe-Javakheti". The goal of the training was to raise
awareness of the media in regards to juvenile justice reform
in Georgia. Journalists were provided with information on the
juvenile probationers, children's personal development
issues, how to report about juvenile probationers and more.

At CiDA's initiative and with the support of the National


Probation Agency, juveniles in conflict with the law along with
other young people visited the wonderful flower conservatory
Gardenia. Biologist Zura Shevardnadze of Gardenia hosted the
guests and showed them the facility that is home to a variety of
up to 5000 plants.
The Gardenia visit had a positive effect on the young people as
they enjoyed the summer colours and the diversity of the
plants. CiDA plans to hold similar activities in future.
This visit has been held as part of the EU funded project Support for
Juvenile Justice Reform in National Minority Communities of Kvemo
Kartli and Samtskhe-Javakheti.

On July 11, CiDA organized a meeting among NGOs


working on probation issues. The goal of the meeting was
to share experience and knowledge among the
organizations working on similar issues and to discuss the
challenges existing in this field in Georgia.
The first meeting served as a platform to discuss the
results of the recently completed Needs Assessment
Survey of Kvemo Kartli and Samtskhe-Javakheti. NGO
representatives discussed the role of the civil sector in
the justice sector, what potential role could the civil
sector play moving forward and how to best contribute in
the ongoing developments of the justice sector today.

The event planned by CiDA and the organization I Will


Return was held at the Tbilisi Public Service Hall on July 19.
25 young people and over 18 migrants met with the
secretariat of the State Commission on Migration. The
secretariat staff introduced to the participants the current
state policy in the sphere of migration and its ongoing
initiatives, and the participants discussed the challenges
and the problems they face. The aim of the meeting was to
enhance the direct communication of migrants and young
people with the authorities in charge of creating and
implementing migration policy in Georgia.
Besides meeting with migration commission staff, the
participants also learned about the structure and activities
of the Public Service Hall in general.
The meeting is one of the events planned within the
framework of the ongoing informational tour for young
migrants carried out by the organization I will return in
cooperation with the various branches of the government.
CiDA is one of the partners of the tour and is currently
implementing an EU-funded project on legal migration. 15
young migrants from all over the world arrived in Tbilisi on
July 17. During the first 8 days young people attended
seminars in Georgian language, literature, and history. They
also participated in excursions, quiz-games, and attended
performances. Afterwards participants travelled to the
Anaklia Camp for Young People, where they spent a
vacation with Georgian youths.

Personal development training for young people in conflict


with the law was organized by CiDA and held on July 18 and
19 at the Marneuli Center for Democratic Engagement. 12
young people from Marneuli and Tsalka districts participated
in the training which encompassed the issues of healthy
lifestyle, lifetime goals and the ways for their achievement,
communication technologies, leadership and team work,
gender issues, and tolerance.
The trainings have been held as part of the EU funded project
Support for Juvenile Justice Reform in National
MinorityCommunities of Kvemo Kartli and Samtskhe-Javakheti.

On July 26 a working meeting was held between a number of NGO


representatives about the current situation in the energy sector in
Georgia. The meeting was initiated by the NGO Stepantsminda and
was facilitated by CiDA. Participants discussed policy carried out by the
Ministry of Energy of Georgia, especially its plans of building a number
of hydroelectric power stations, with construction to take place on
almost all of Georgia's rivers. As a result of this policy, some
hydroelectric power stations are already under construction and
reportedly it is planned to construct more such stations in the near
future.
The participants included representatives of the local NGOs of those
regions where the power stations are being constructed, and those
who are actively involved in the energy sector all over the country.
According to them the current government of Georgia is following the
path of the previous one and has not suspended the ongoing
construction of the large hydroelectric power stations. NGOs and the
public say that this is an unreasonable state strategy and according to
them, it will cause an environmental disaster, affect people, nature,
and the country's tourism potential.
Consider this version instead (more or less same but the order of
sentences is restructured for continuity): On July 26 a working meeting

R-CSN STRATEGIC PLANNING
WORKSHOP
R-CSN Strategic Planning Workshop was held August 2-3
in Anaklia, attended by donor organization and the R-CSN
member NGO representatives. The event had a busy
agenda and various ongoing issues were discussed. The
R-CSN member NGOs discussed the details of their
future cooperation planned for the next year, as well as
established key priorities of their action plan.
R-CSN members worked out a strategic plan for the
future 3 years. The plan sets out activity in such areas as
supporting local self-governance, advancing civil
awareness and assisting civil education, reaching high
indicators of civil activity, unveiling local problems and
their advocacy, improving elections environment and
more.
As part of the framework of the event, the network
member NGOs were divided into various working groups
to focus on niche issues. A total of 7 groups were created
which will work on efficient use of R-CSN members
recourses on the following directions: healthcare and
social issues, self-governance reform and regional
development, elections environment, justice and human
rights, natural protection, conflict management, youth
and volunteering.
R-CSN is facilitated by CiDA. The project is supported by Public
Policy, Advocacy and Civil Society Development Program
(GPAC) and financed by USAID.

At CiDA's initiative and under the auspices of the JOIN


project, working groups gathered in six target
municipalities between July 29 and August 5.
With the support of a CARE International consultant in
gender issues, working group members discussed the
necessity of conducting research on gender issues and
aspects of gender sensitivity in the development field.
Participants learned about gender issues and the
importance of gender analysis.
JOIN project is funded by Austrian Development Cooperation

www.ada.gv.at) through Austrian Development Agency and is
implemented by CARE sterreich and CARE International in the
Caucasus together with the partner organizations Civil
Development Agency (CiDA) in Georgia and Center for

CiDA ORGANIZED A MEDIA TOUR
AND A COMPETITION
On July 9-11 and 16-18 with the support of Civil Society Regional Network
(R-CSN) CiDA organized a media tour in the regions of Georgia with the aim
to raise awareness of regional problems among the journalists. Twenty
selected journalists visited Eastern and Western part of Georgia. They had
an opportunity to contact with R-CSN member NGOs representatives and
identify problems existing in various Georgian regions.
At the end of the tour participant journalists prepared and published more
than 60 articles and newscasts. They mostly covered those problematic
issues like environment, IDPs, health and poverty issues, etc.
Prepared Materials have been assessed by R-CSN member organizations
representatives at Anaklia workshop held on August 2-3.
According to their decision 5 winners have been named at the media award
ceremony on August 6. The contest winners became following journalists: I
Prize Oliko Tsiskarishvili iReporter, Eko Fact, II Prize Sulkhan Meskhidze
Channel 25, as for the II Prize, three journalists were named: Tea Topuria
Radio Liberty, Manana Vardiashvili Liberal and Tamar Kvinikadze Magazine
Gza.
The authors of the best publications have been awarded with the following
awards: 1st place GEL 800; 2nd place GEL500; 3rd place GEL 250.
Regional Civil Society Network (R-SCN) unites 40 regional Non-Governmental
Organizations, and is being created and facilitated by CiDA within the scopes of
the EWMI G-PAC's Networking Facilitation Initiative.

GENERAL MEETING OF G-PAM
PROJECT PARTNERS
At Bomond Garden hotel in Tbilisi general meeting of GPAM project partners was held, were the future plans were
presented and roles and responsibilities of each partner
were discussed, as well as finance and administrative issues
of the project. Partner agreements were signed on the
meeting and partner representatives were given special
notebooks.
CiDA executive director Zviad Devdariani opened the
meeting with his speech and expressed his gratitude
towards European Union for supporting implementation of
such an important project in Georgia, Greece and Turkey.
Then he overviewed project objectives and anticipated
outcomes.
After that representative from Greece of diaspora partner
organization Me Davbrundebi (I Will Return) Giorgi
Okribelashvili introduced situation around Georgian
migrants in Greece, the major problems and possible ways
of their solution via Skype call. During this one hour
intensive interactive conversation the major tasks of CiDA
and its partners were identified again and the importance
of the project was confirmed.
At the end of the meeting the following steps for partners
were identified. In this regard, representatives of regional
partners listened very carefully to the speech of Computer
Knowledge Society (G-PAM partner on local level)
representative Eka Bendeliani. Since, this organization
together with 50 local consultants of CiDA is now
implementing special grass-route research during which
2500 respondents will be interviewed in 5 different regions
around country. Following the research conducted by the
Society regional partners will also make surveys in
municipal centers.

In the frames of JOIN project, CiDA signed


memorandum of cooperation with Ministry of
Agriculture of Georgia. According to the
agreement, capacity of information-consultation
centers of territorial institutions of the ministry will
be strengthened in Akhalkalaki, Bolnisi, Gardabani,
Dmanisi, Marneuli and Ninotsminda municipalities,
the centers will be equipped and personnel will
have special trainings regarding rising their
qualification. For one year period the project will
support the process of rising accessibility for
general public of services of informationconsultation centers and improvement quality of
their work.
The document was signed by CiDA executive
director Zviad Devdariani and Deputy Minister of
Agriculture Davit Shervashidze.
JOIN project is funded by Austrian Development
